The Senate military affair committee haye reported very emphatically on the petitions asking Congress to graut the Dalles military reservation and buildings to the State of Oregon for the purpose of an insane asylum, endorsed by Gen. O. O. Howard, with a statement that he thinks that no better disposition can be made of them. The committee, after referring to the recommendation of the War Department, made to Congress i 1864, tbat the property should be sold, and after quoting the report from Secretary Cameron that giain can be raised to perfection on the reservation and that the buildings are of value, say they see no special reason why this portion of the public domain should be granted to Oregon, or why that State should receive such a donation. Any other State might, with equal propriety, expect any other portion of the public land within its boundaries. They, therefore, report a bill providing that the reservation be sold by the Internal Department for cash at not l??s than the appraised value. Con-sla- nt residents notice the same if facts, they are not quite so strik iug to them because of every day familiarity. But it is not the city alone that has grown and prospered. ' The country has been settled,improved, and developed in a corresponding degiee. Jjarge stretches of land have been taken up and cultivated and made to produce grain and grass ana lmit ana vegetables lo a surprising extent. Indeed people who knew the country settlements aud their surroundings years ago, and have not seen them for yearp, would be surprised to see them now, and to note, as theyinstinct- ively would do, tho marked - en largement of the settlements and the spreading out cf farms where formerly.it was deemed impracticable to make farms and successfully cultivate theoi. Take a !rix on the Utah Southern, or tne Utah Central, or the Utah Northern, those of our citizens who have kept close to the city for five to ten years, and they will hardly be prepared to find such extensive strotcht-- of the country taken up and put under cultivation. There does seem to be this year a more than ordinary breadth of land in grain, and a very large amount of it is white already to harvest. Much of it ba3 been cut, and much more ought to be immediately, judging by a casual look at it from adistauce. Most of the wheat is too far advanced for the thunder shower to do tiny harm, except to lay it. There is not only a large amount of land in grain, but the general report seems to be that there is an abundant harvest of small grain, corn, bar, potatoes, etc., particularly of wheat and hay, in some settlements perhaps twenty-fiv- e percent, above the usual yield. While the complaint Is in the city that there are more hands than there is work for them to da, the complaint is reversed in many of the settlements, where there U a lack of hands to, get in thejharvest at the time it should be got in and made seeure. The fruit prospects are not so! good as the grain prospects, for what with codling moth, grubs of various kinds, aud other pests of that description, combined with late frosts, the crops of several sort3 of fruit will be very light. The of the codling moth among ravag-the apples extend every year into new field?, while the old fields do not improve, so that the apple crop, as a dependence for profit, is rapidly becoming a thing of the past.
