En so re, chairman of the committee on credentials, reported that full delegations are present, except from Tsortk- - Carolina and Nevada, who were each one short Cessna remarked that he learned that neither delegation from the District of Columbia was regular, and moved to amend the report by substituting the name of Fred. Douglas for that of Bowen thus giving each of the contesting dele gations one vote. A Virginia delegate contended there was no evidence sustaining Cessna's claim to tne irregularity or Bowen and Ureen. Cessna's suggestion was prom pt- ed only because Douglas symnath ized In his own views a? to the candidates.
