WIN stand for Work Incentive Program, a 'joint State-Feder- program al directed to assisting in the transition of persons receiving Aid to Families of Dependent Children (AFDC) from welfare to work. Win is also a synonym for For and 2.065 participants in the state of Utah last year. T he goal of the program is self sufficiency for AFDC recipients. Single parent households are increasing steadily in Utah, and nationwide. THE FINAL step in the WIN training calProgram is led work experience. Often this 13 week training period is at the Job Service, Hill AFB or another government agency. Utah has received national recognition over the years for the successful operation of the WIN program. For every dollar spent by the Utah WIN program, $7.14 in benefits in the form of welfare savings and wages generated by successful WIN participants is returned. OF THE 12.877 cases of Aid to Dependent Children in Utah. 31 percent were unwed, single heads of households and 48 percent were under the age of 29. In Davis County. there are 376 AFDC payees between the age of 4 and 25 years. At the time of enrollment this school year, there were 65 unw ed mothers enrolled at the Young Mother's High School, an increase over last year's enrollment. As the school year progresses, there will be about half again that many come into the program. The average young mother with one child receives $30 a month in AFDC grant money. In Davis County, this cost would be $133,176 per month or SI. 358. 12 per year. THE WIN Program can change these figures by providing the single parent with a productive alternative to AFDC assistance. Early childbearing, particulary for unwed mothers, reduces the chances of them receiving an education or job training necessary to compete in the highly specialized employment market. There is little chance for job stability or job advancement for single parents without education or experience. The philosophy of the WIN program is best expressed by paraphrasing a statement made by Paul H. Dunn. "It was their individual strength and faith in self that gave our Founding Fathers the power to declare this an independent nation, and it is the same individual sense that maintains our of personal liberty. Mario. Besides. Susie says, she wanted to return to school and accomplish somethine with her life. Susie entered the WIN program and enrolled in a welding course at DA VC. She says she enjoys doing different things and she didn't want a sitting job. Susie likes working with her hands. Museum plans display supportive school program directed at single parents and teenage mothers to prepare them for e employment. The need for this program is best explained by slating as of Sept. SUSIE STUMP dropped out of high school in the l()th grade to get married. She divorced, remarried and divorced again. After spending five years in Montana, Susie felt she was getting nowhere. The only jobs she had held were in convenience stores. In Montana, she was lucky and found a good paying job in a convenience store. After returning to Utah, she discovered WIN-traine- good-payin- KRIS HILL who have never married. When a person starts the WIN program, an assessment is made to determine job skills, training, interest and education. Generally. WIN clients have not completed high school and they lack w ork experience. Because ol their circumstances. most have low and they feel unable to support themselves because they lack skills and confidence. sell-estee- THE. WIN Program works closely with DAVC (Davis Area Voca- tional Center). Clients are sent to school to gain a high school diploma and to receive specialized training. Mrs. Archibald notes some women are moving away from office-relatejobs to areas like d auto mechanics, welding and drafting. After living with the belief that you can accomplish nothing without assistance, progress is slow at first. Once the clients experience little successes, bigger things begin to happen. Sometimes, just getting to school on time for a week is the first accomplishment the client has made. As confidence builds, skills and self- mot valion follow s. Attendance at school improves and performance feeds moic sm cess the client's way. Clients learn to handle their situations. They discover they have support gioups at Job Scrv ice. at school and at home. i mon cultural and economic background.
