The debate on Superfund reauthorization began officially in January of 1985. The Administration introduced a comprehensive bill in February. Representative Florio introduced a bill in May, 1985, which would have placed rigid demands on the program and those companies who pay for or perform the cleanups. Most members of the subcommittee could not agree to this bill. They (D-N- wanted to strengthen the existing law without strangling the program. The twelve members of the committee worked out a bipartisan bill which accepted many of Rep. Florios changes in the modified form. They even accepted the $10 billion funding level proposed by Florio. The bipartisan bill achieves a Superfund which reauthoriztion stan- tightens cleanup dards, raises as much money as Rep. Florios proposal and offers ingenious procedures for speeding settlement of liability disputes. The Superfund must be reauthorized by September of 1985. The full committee chaired by Congressman John Dingell approved the bill (HR2817) as well. The constituents of the 12 dedicated Congressmen who created the working version of the bill can be very glad they are so ably represented. (D-M- 292-717- 0 Our bridges are in bad shape as well.
