For the third time in two months, developers approached the Layton Council with proposals to build a convenience store on a corner of the intersection of Antelope Drive and Hill Field -- Road. MONTH ago the council denied a Class beer license to developers of a Top Stop convenience store that wanted to locate on the Field Road northeast side of the Antelope-Hil- l intersection. Usually a beer license is granted before the builders of a convenience store will break ground or get financial backing. Two weeks ago, the city council denied a reone request for a commercial zone on the southeast corner of Antelope and Hill Field Road. This stopped the building of a store. ONK A 7-- 1 THE APPROACH was different Thursday evening. Dan Murray, representative of Caribou Four Corners, builders of Maverick stores, wanted to build on the commercial northeast side of the intersection. He told the council he had worked with the Lincoln Elementary School administration and PTA. He also stated he would be willing to wait until construction was underway to ask for a beer license. Because of the heavy traffic flow patterns on Hill Field Road and Antelope Drive, school officials, PTA representatives and citizens living near the intersection have always voiced concern about having a convenience store so close to an elementary school. The safety problems arc the center of the objections, not the beer license. n MR. MURRAY said he had contacted the store and that Elementary's principal would be closed to school-ag- e children during school hours. The store manager would contact the school if children were caught loitering around the Maverick store. Mr. Murray also said the company would not install arcade games. Councilman Bob Stevenson suggested the request for a Class A beer license be tabled until the Maverick store construction starts. The council agreed with this idea. Mr. Murray said there were no problems with waiting as Lin-'col- -- request at a later time. THE NORTHEAST side of Antelope and Hill Field Road is already in a commercial zone so no zoning change was required. The Maverick Company has been granted site plan approval in the same location that the Top Stop had earlier hoped to use for a similar store. Caribou Four Corners company had a similar experience with the Layton City Council when they requested a beer license for their store on Fairfield Road and Rainbow Drive. Opposition was great from the school staff of E.G. King and from parents and neighbors. Several concessions were made including the installation of curb and sidewalk by Caribou Four Corners. A store had also tried to build in the Fairfield-Rainbointersection but the was project stopped when the council denied them a beer license for that location. The intent of the proposed law was to limit the accessibility of such places of sale (beer) in relation to children and youth. SEVERAL problems with this proposed law were discussed. Citizens questioned the fairness of this law to future businesses especially grocery stores that all have Class A beer licenses. Councilwoman Ann Harris said she thought the law was COUNCILMAN Bob Stevenson said he felt more study was needed before anything of this nature was adopted.
