Mr. Dally believes that the present system is just and equitable since each automobile owner pays tax based on the value of his automobile, which is usually commensurate with his ability to pay. The rich usually have more valuable vehicles than the poor. A PROPOSAL is on the ballot for the upcoming election which would repeal the present system and substitute an in lieu tax based on an average value for all vehicles. Mr. Dally calls the in lieu proposal a rich man's amendment. Vehicle registration and assessment is currently on a staggered schedule. When a car is first registered by an owner the first 2 month's property tax is paid. Thereafter, the registration expires annually on anniversaries of the 1 original registration. Therefore, the vehicle is assessed and taxed on the same anniversary. THERE IS considerable misunderstanding of the role of the assessors office in the new emission inspection program. The assessors office is the agent for collections under the program' but otherwise has nothing to do with its administration. A fee of $1 is collected to administer the program. The procedure for assessing vehicles is based on the NADA Blue book values. Mr. Dally assessed value at 20 percent of the blue book value.
