A 14 practicing lawyer for years, Mr. King is interested in conducting the attorney generals office as a first rate law office representing the interests of the people of the state of Utah without regard to political considerations or concerns. FELSHAW King was educated in Davis County schools and received a BS and law degree from University of Utah. He is married to the former Mary DeBry of Salt Lake City and they have three children. AN ORDINANCE RESCINDING DAVIS COUNTY ORDINANCE NUMBER 217, WHICH CREATED A DAVIS COUNTY SENIOR CITIZENS COUNCIL; AND PROVIDING FOR THE ESTABLISHMENT OF A DAVIS COUNTY ON COUNCIL AGING, DEFINING THE CONSTI- MEMBERSHIP TUENT THEREOF, TERMS OF OFFICE, PURPOSES, AND PROVIDING FOR ITS DUTIES AND RESPONSIBILITIES. ORBE IT HEREBY DAINED BY THE COUNTY OF COMMISSIONERS DAVIS COUNTY, STATE OF UTAH, AS FOLLOWS: SECTION I. Davis County Ordinance No. 217 adopted November 3, 1969, es tablishing and creating a Davis County Senior Citizens Council be and the same hereby is repealed and res- cinded. SECTION II. CREATION OF DAVIS COUNTY COUNCIL ON AGING. There is hereby created a Davis County Council on Aging, hereinafter referred to as the ' Council on Aging. SECTION III. PURPOSES, DUTIES, RESPONSIBILI- TIES, AND AUTHORITY OF THE COUNCIL ON AGING. The Council on Aging shall: 1. Be responsible for the b t and development maintenance of an effective and efficient office and program on behalf of senior adults in Davis County, the age guidelines being defined in accordance with Federal regulations. The Council shall carry out its purposes and responsibilities with as much independence and self sufficiency as possible, but shall operate under the supervision of the Davis County Commission and keep the said Commission informed and obtain approval from the Commission on such important matters as major policy proposals, finances and budget. 2. H Provide leadership and advocacy on behalf of senior adults, to promote their general welfare, stimulate, organize and coordinate services. Cooperate with other local groups and agencies 3. interested in senior adults .ind coordinate their activities with those of the Council on Aging to further the opportunities for senior adult volunteer or paid services to the community and thereby broaden the resources on their behalf. 4. Cooperate with the State Division on Aging and other public or private agencies on State and National levels to meet more effectively the needs of senior adults. 5. Be aware of the needs of senior adults through con- tinuous planning, organization, and evaluation of needs and services; and conan tinuously promote appropriate public relations education and public program; and continuously plan and evaluate fiscal responsibility for the total program. SECTION IV. ORGANIZATION OF COUNCIL. 1. MEMBERSHIP. The Council on Aging shall be composed of 26 members representing different areas and segments of the County population as follows: (a) Twenty members selected in general from the different areas of Davis County, four from each school, representative precinct. (b) Four representing private and public agencies. (c) The Executive Director, an member, but without voting authority. (d) One member of the i I Board of Davis County Commissioners. All members except the additional year. Members to serve one may be additional, consecutive three-yea- r term. 4. OFFICERS. The Officers of the Council on Aging shall be a Chairman and two selected by the same procedure as outlined in Section IV, paragraph 2 above. Their terms of office shall be one year, but their term of office shall not be extended beyond two consecutive terms in the same office. Vice-chairm- 5. COMMITTEES. a. EXECUTIVE COMMITTEE. Because its such an integral element of both West Side and Wonderful Story Town, Ms. Wingate and Director Wilson have paid special attention to casting actors who have dancing ability as well. The Rape Crisis Center feels that if you must walk alone at night it is important to advise a friend of your route and time of arrival. Most rapes are planned so try to mix up your walking habits. EACH YEAR the Elks National Foundation sponsors the Most Valuable Student Contest". This contest is open to high school seniors and is judged on scholarship, leadership, and financial need. This year, nationally, awards totaled $740,200. In addition, local Elks Lodges and State Associations awarded many more prizes. Dorothv and Mark entered the contest and won first prizes from Bountiful Elks Lodge 2442 of $100 bonds. Their brochures were then entered in State competition where they both placed as one of Utahs five finalists for national competition. In this phase of the contest they were in competition with 499 other finalists from all 50 states. years. and BOTH DOROTHY Mark won a second place and tion in Ogden on May 22. Two will receive four year scholarships to the school of their choice. Dorothy tied for second with a girl from Texas and will receive $2250 per year for four years. This is an outstanding accomplishment for the State of Utah and attests to the quality of Utah students. Mr. Brand has resided in Davis County for the past 16 years. He and his wife Betty are the parents of four sons ages three to eighteen. MR. BRAND has been active in several Civic Groups both in Bountiful and Kaysville. He was president of Bountiful citizens for better government. After moving to Kaysville he organized a group which appeared before the Utah Public Service Commission and was successful in acquiring the original unlimited metropac phone service for the central area of the county. Mr. Brand is presently chairman of the Fruit Heights planning committee. THE REASON for my running, Mr. Brand stated, is that I feel that the development of Davis Co. has reached a point wherein the planning for future development is critical if we are to have a balanced community. A SERIOUS effort must be made to address tax problems" and we need to make it more favorable for the residents to spend their money within the county rather than Salt Lake or Ogden. Secondly he said I believe that the County Commissions activities should be made more available and brought closer to the citizens so that the commission may benefit from the feedback.
