AUGUST 25. 1977 More Ride Bus By ROSELYN KIRK Bus ridership increased 7.2 percent m northern Davis County and Weber County during 1976 while ridership in south Davis increased 27.6 percent during the same period, according to a sur- veillance report issued by the Wasatch Front Regional Council (WFRC). BUT Wilbur Jeffries, director of WFRC, pointed out the public should be aware that after three years of operation, Utah Transit riders will face an increase in fares or a tax increase. He said that when federal funding terminates, the increase in inevitable. According to the report, presented to the transportation committee of the WFRC, the cost per service mile also rose from $1.07 to $1.19, a 11.3 percent increase. Planner Brad Barber, who presented the surveillance report based on 1976 transit supply and demand characteristics, said this increase was lower than the national transit inflation figure of 12.7 percent. ACCORDING to the report the operating costs per passenger mile are at the national average, but are less than average when compared with operating costs per service mile. Mr. Barber said that WFRC has monitored the growth of the Utah Transit Authority (UTA) since its beginning. According to the report. UTA has increased ridership by 400 percent. Due to a reduction in fares and an increase in service, ridership rose in 1975 almost 90 percent over the preceding year. THIS increase was the of a purchase of 200 new buses, bought through a federal grant of more than $15 million, the report said. The result of more buses allowed for the expansion of addition routes to serve additional areas. Mr. Barber pointed out that UTA had attempted to increase service so that bus service is within a quarter of a mile of the homes of riders in the three-count- y area served by UTA. The reports said the 88.9 percent of potential riders live within the quarter mile goal in Salt Lake County. In Weber County, 85.8 percent live within that area. The report did not release statistics to indicate whether comparable service was provided for Davis County residents. MR. BARBER said that a wider range of riders are using the transit system. The report considers age, sex, income and place of residence of those who ride the bus. This information helps UTA concentrate its efforts on specific target groups as it builds its ridership, the report said. Mr. Barber said a larger number of younger people are using the transit system, with 30 percent of all riders being 21 or younger. The statistics showed the 216 percent were between 22 and 29 years of age, slightly more than 30 percent were between 30 and 59 years old, and 15.6 were 60 or older. THE STUDY also showed that the peak ridership period was before 9 a m. and from 4 to 6 p.m. The highest peak period was between 7: 30 a m. and 8 a.m. The afternoon peak ridership period is not as specifically defined. Service miles in the Salt Lake Division, which includes Davis south County, increased to 5.1 million an- nual service miles during 1976. This was a 59 percent increase as compared with the percent m the north Division, which includes north Davis County. Annual service miles in the North Division grew to 2 million annual service miles. 113 MR. BARBER said, UTA provides service which is inexpensive as compared with other systems." He said that last year the study showed that in all but several routes, the bus was cheaper than the automobile. Next year UTA will undertake a study to determine the costs of driving a car in order to compare the two transit systems, he said. MR. JEFFRIES said that UTA is experimenting with park-and-rid- and express e service to cut down the costs, but estimated that bus fares may increase from 15 cents to 25 cents as federal funding decreases. It was felt that the legality of paying for this service needed to be inves- before the city tigated approved the request. Mayor DeWitt read a resolution proposed at the COG meeting. They would like to have a standard resolution adopted by each city which would charge the developers for holding ponds or water retention spaces based on the value of their property per acre. THE MONEY collected will stay within the city to be used by the city for storm drain projects, and each city would also impose a two mill tax on the residents that would go into a county fund and could be used for matching funds with individual cities on priority projects. Councilmen Spencer and Hohman expressed doubt that any of the matching funds would ever come to East Layton. Bountiful seems to get the money from county funds. MAYOR DeWitt will take back to the COG meeting two recommendations: (1) That the county be broken into two parts, North Davis and South LDS Mission Elder David N.
