HORMEL VALUE BRAND Earn Diractonsiiip Jarman of Bountiful, appointed on April 22 Executive Director as the of the Utah Department of Community Affairs, says she anticipates being in the spotlight as the first woman ever to gain directorship of any department in the history of Utah. NOT ONLY am I the first woman, but Ill also have to be the best. People will be watching to see how a woman holds up under the strain. Many women are looking at me as a role model. They need to know it can be done that women can get into government. Mrs. Jarman, who will replace William Bruhn as the director, will officially take over the position on July 1. The period from May 15 to July 1 will be a transition period when she will work with Mr. Bruhn to get a grip on the job. transition During that period she is also winding up her duties as Administrative Assistant for Constituent Services on Governor Scott Mathesons staff. Mrs. Jarman has served in this position since Jan. 1, 1977. THE appointment of Mrs. Jarman to her present position was approved by a advisory council on community affairs. "There was some reluctance on the part of the committee at first to appoint me as I had held no local administrative positions, she said. But after Mrs. Jarman spent about two weeks traveling around the state to talk to the local and county officials who make up the council, nineteen of the committemen voted in favor of her appointment. I explained that, as a woman, local government had never been open to me. I would have loved to have been mayor of Bountiful or a member of the County Com- mission, but the people weren't ready. So I went for the position for which I felt 1 could be elected. MRS. JARMAN was speaking of her successful attempt to be elected to the Utah State Legislature, the first Democrat elected to that position from Davis County in 41 years. She said one of the local of- ficials, who questioned whether she could fill the position, asked, What would you do if you had to get up in the middle of the night and deal with problem? a sewage JARMANS answer was, Id probably do the same thing as you would. Id put on my levis and my boots and go look to see what could be done. This kind of confidence is what Mrs. Jarman will need in her new position. The department was created so that local government would have an advocate to represent them in state and federal affairs. Our job is to strengthen the government closest to the people. In taking over this position, Mrs. Jarman will have the services of four directors and 56 employees and be responsible for a 3.5 million dollar budget. MRS. THE AGENCY will be re- -' sponsible, among other things, for filtering money through the state to local governments. Beth will travel to confer with county and municipal governments. She will take these problems to state and federal officials. In her position, Mrs. Jarman says she will have the She best of three worlds. will deal with local, state and federal officials and learn the whole system of government." The Department of Community Affairs will filter money through the state and federal governments since local government has been left without taxing powers. 19 STEAK to the six regions of the state By ROSELYN KIRK Beth Sliced 1 Lb.
