Show to soften impact on reform New funds will aid 75 Forces rallying needy, disabled families BY TOM BUSSELBERG Clipper Today News Editor BY TOM BUSSELBERG Clipper Today News Editor The start of the KAYSVILLE new year has a lot of people concerned mostly for computers and whether such factors as their bank accounts will still be intact. But for some Utahns, including below 200 Davis County families, it also means the end of state welfare benefits. Tim Holm, who manages Davis County Workforce Services, says weve come an awful long way in transforming peoples hves from dependence on welfare to training, services. jobs and other The welfare rolls started at 2,800 just under three years ago but, thanks to what he calls a approach, including a task force of citizens and bureaucrats, most people who made up the 2,800 now have other options. Bruce Anderson, chairman of the council aimed at helping long-terget people off assistance, says we felt the kindest option was to require accountability early on. But coupled with that were options for certain instances where people can't work with specific exemptions, under hard- are more than 1,000 families waiting for housing assistance on an ongoing basis. FARMINGTON Although it won't eliminate the waiting list, new federal funds will allow 75 families with disabled heads of households to move into affordable housing. The Davis County Housing Authority is one of only three such groups in the state to receive federal Housing and Urban Development moneys. Some $315,000 has been received for the coming fiscal year. Beaver County received $229,000 for 15 vouchers and Provo City $144,000 for 50 vouchers. The vouchers translate into funding assistance to cover rents above 30 percent of participants income. Applicants are excepted based on income, family size, and overall need. Apparently it proved that we needed them, said Jane Wilson, Housing Authority director. We checked our waiting list (prior to applying for funds) and there were o er 200 families or people w ho were heads of household that were disabled. We had plenty of need. Plus we had over 300 (disabled) who were already on the program; she said. It just adds to our ability to assist other families. Os e rail, there ' - Although the funds have been OKd, it will probably take up to six months to get the new arrangements finalized, Wilson said. She said Davis County is very lucky to receive the funds because there are very few offerings from HUD that come down anymore for any vouchers. The survey was completed a year ago in anticipation of making the application. Shortly after that, DCHA received $600,000 from HUD for modernization of agency-owne- d housing units, including the Meadows senior citizen complex in Bountiful. Those who have moved on were involved with exit planning, said Debbie Sparks, who works with Workforce Services in Logan. n, Pennies j may have little value, these days, but they seemed to do the trick for a pair of vehicle burglars. Efforts are also made to maximize income potential for all participants, through such avenues as child support, where applicable, Social Security Insurance and training to increase earning potential. There is not just a complete cutoff for anyone, Anderson continues. Weve worked with groups like PARC (Pioneer Adult Rehabilitation Center), which provides work opportunities for the disabled, contract with those agencies. Medicaid, food stamps, and all other potential support sources are also checked, Anderson contmued. We are not only talking cash assistance, but look at all other types of in Kaysville, and others on Sept. 14. Several different groups are going out from several different areas, Ellison said, noting that Sunday and Monday nights were profitable times to check, especially between 11 a.m.-- 3 p.m. Vehicles in South Weber were also being hit, he continued.
