Show CLIPPER Friday, October 15, 1993 3 Zone change paves way for more homes parcel of land for the new university By PAUL CHALLIS News Editor or college for Davis County," Bangerter said. He added he was not sent by the committee that helped organize the new Davis Higher Education Center as a college but that his preference for a site in the county would be the old JC Penney building and surrounding property. I'd rather see it in Bountiful than in Kaysville or Layton and this is the only area in our city large enough to handle a college, Bangerter said. Bangerter asked the council to delay the decision to give the college idea more study and to hold off with the zone change. The legislature will be meeting in January and perhaps it could make a decision on the Bountiful land during that time. This is an opportunity for a university setting in our city. All I want is a stay for more study.. Land near the BOUNTIFUL old J.C. Penney building will be the site of new homes. Following a public hearing the City Council rezoned 16 acres of land from general commercial to single-famil- y residential at 1600 North 200 West after hearing mostly positive comments from area citizens. The zone change will allow Investment Magna and Development LTD, new owners of the property, to build a 57-lsubdivision in the first phase of the project on the 1 6.2 acres of land near the JC Penney building. Magna Investment is concentrating on only half the property available for development. Bountiful resident Jack Bangerter said he was pleased to see new development being considered on the huge vacant lot that he had hoped several years ago would turn into a large shopping mall. The. mall concept failed but perhaps the developers of this property would consider using this ot According to City Manager Tom Hardy, the zone change wouldn't affect the states decision as it wouldn't matter if it was zoned residential or commercial as a state institution it could be built in either zone. Councilman Harold Shafter said that although he liked the idea of having a junior college or university in Bountiful that the location would have problems as Pages Lane isn't a major artery road and perhaps the access would fall short of demand. I don't think there is enough road there to handle the increased load of traffic. Shafter also added that this was the first constructive step for any kind of development in the last 25 years for the area and that he supported the idea of building new homes instead of commercial The zone was changed by a 0 vote making the 16.2 acres of land city park. Richard Walker, another area resident, said he was happy about the zone change but did worry whether the city could handle increased traffic in the area and if the city had considered the need of schools with a higher student population moving into Bountiful. 5-- 8 instead of C-now The designation (commercial). allows lot sizes of 8,000 square G feet. These will be large lots, Linnell said. And duplexes will not be allowed. Barbara Holt Councilwoman Those factors have been discussed and studied and we will not be overly impacted," Hardy said. The school district is seeing a drop in population in some schools like Tolman Elementary and the impact won't be too great. Yes, we made the motion to change the zone saying how pleased the council was that something will be done on that property after years of sitting vacant and undeveloped. She did add that the college committee contact the developer to consider the land for a new college in Davis County. believe it can be accommodated. development. Mayor Bob Linnell said that he believes the momentum of the committee was to locate the new college in either Layton or Kaysville. Has that momentum changed? He asked Bangerter. Bonus Star Mart admitted the .two violations were committed and only fought the issue of being the first time, not a second time offender. Bonus Star Mart pledged it would not happen again and that a new training program had been implemented and all employees were required to view a new videotape and complete a workbook and take a test. Bonus Star Mart fired one of the clerks responsible for the illegal sale of alcoholic beverages to minors and the second was retained. Shafter urged Hardy to clear up corporate ownership with the state to avoid other problems of this nature in the future. He also suggested that the state drivers license agency consider making the licenses of minors a different color than the others to help alert store clerks that when making an ID the license is unique and they dont have to use a calculator to figure out if a person is over 21 and legally able to purchase beer. corporate officer but Shirley Hardy (his mother) is listed as Morgans secretary.
