Show additional seasons reasons for bondi bonding editor cli clipper in your issue of the alt I 1 gave some reasons why I 1 considered bonding the preferable method for raising ing means to establish flumes blumes and water works for bountiful city since t that hat time the city council has submitted a bonding proposition and on the dinst the qualified taxpayers odthe of the city will have an opportunity of approving or disapproving of this method but an adverse vote will not of course prevent the construction of the water works nor be considered as a disapproval of such an improvement it will only delay their completion and bring a burden upon us which others should help to bear the city was organized chiefly for the purpose of preserving D measuring and improving provino im g the water supply and I 1 understand the present city council is determined to carry into to effect the behest of the people thus given when tho the city was incorporated so if the bonding proposition is defeated a tax of one per cent wi will 11 no doubt be levied for the beginning of the improvement we are thus brou brought D lit back to choice between methods Is it better to authorize the issuance of bonds on the terms proposed or to pay a tax of one per cent for four successive years some say they would prefer to shoulder this loa load d themselves heavy though it may be rather than to contract a debt for our children and future residents to pa pay Y that view Is s more generous th than a just such an argument k would be valid if this wo were r e for a mere current expenditure but as it is for a permanent improvement one of which young and old are to enjoy the immediate a and nd continuous benefits and as it is the summurr bonum of our cites welfare justice and fair dealin dealing g require that the property holders of ten or twenty years hence should bear a portion of the expense 1 ense and as shown in my previous article the increase in in valuations will inevitably lessen the rate per cent thereby equalizing and adjusting the burden the rate of interest is low but that the bonds can be sold at par J if f not at a premi premium if m there can call be no question because capital in these me times of business depression is seeking investment 1 in I just such securities I 1 every very IOU iong headed lie abed business man realizes realize s and can demonstrate that to issue bonds at such a rate for such a purpose is in every way preferable to going 11 down deep i nto into our pockets to raise the means no now W the principle of bonding boudin for permanent improvements is recognized iu in every country and state in civilization it finds direct recognition in tho the constitution and 1 laws aws of our own state the state slate 0 government as well as tho the c cities and counties thereof are granted the right to issue bonds for specified purposes be cause the legislators and and the voters throughout the state considered it a proper financial policy many a municipality has been transformed from a sleepy recumbent village to a lively flourishing town or city by exercising such authority wisely it cannot be denied tint tha t others have been injured through an unwise exercise of the bonding power just as individuals have abused their privilege and contracted debts when there was no necessity for it but such cases are ra rare re exceptions and do not disprove the rule ten thousand dollars i is s not a heavy debt for a thriving therivin n little city like ours with its many resources and condei wonderful f ua possibilities A few taxpayers feel somewhat concerned as to what effect the decision of the courts that the city has not authority to distribute the water for irrigation purposes would have on the proposed bcd waterworks water works and on the cites control of the same A case is s pen bonding ling in the district court in in which the city s authority to make such distribution is directly in issue I 1 have no fear of what the result will be but let it be determined either way I 1 understand der stand the present city attorney concurs antho in the opinion of the previous legal advisers of the city that the authority to ire regulate u and control the waters leading to and within the city is unquestioned as that is given by direct provision of the charter the controversy being over the ric right h t to distribute and levy a M tax some drabin drawing c a fine distinction between the words re regulate and control and the term distribute furthermore no one who has submitted to the cites authority in this matter in in the past or who is not a party to this suit can be effected by the decision and hence all the waters will be taken through luc ob the pipes or flames flumes in any event and the question of final dietr distribution will be settled in such a way as not to effect the waterworks water works let these matters bo be discussed publicly and privately let every voter have hiss his say ay calmly and fairly and before election day comes I 1 believe the overwhelming wh elming n majority of the voters will realize that the best interests of the city and of themselves and their children and their chil drens children will be sub served by approving 0 of the bondin bonding 0 proposition of course there are mossbacks moss backs and chronic kickers i in n every community and unfortunately bountiful has a few such and we may count on their being opposed to this proposition as they are opposed to every public enterprise or imar improvement ov ement they object to putting n in a flume at all or to paying 0 any kind of tax for any purpose I 1 do not wish to be understood as intimating that all who differ with me in this matter under discussion are moss backs or chronic kickers it would bo be narrow and bi bigoted in doted on my part to hold or express such an opinion no doubt some of our citizens oppose boydiii bond bonding iii 01 from al 11 good motives and for what they consider sufficient reasons with such let every man who favors the bonding proposition take up cool and dispassionate discussion and labor let us try to convert vor them to our views to re move the objections they see and show them the crying C necessity of establishing this long neglected 0 improvement but to attempt to move the othor other class tho the obstructionists those who oppose everything which emanates emi nates from constituted authority whether civil military or religious would be a waste of time and breath A few such will not listen to reason cannot calmly discuss this or any other public matter are ever ready to accuse public officers with mith jobbery and corruption unless they happen to be such officers and are always alog clogging ing 0 the wheels of pro progress gross we can only follow them up and when they sow the seeds of sention dissection dis and false 10 logic C 10 we must uproot the gernis germs before they have time to sprout and grow equality B bountiful juno ath 1898 |
