Show Frank Knell Appointed By BOR Frank Knell, 40, was appointed ap-pointed assistant regional director - Administration for the Upper Colorado Region of the Bureau of Reclamation on Dec. 17, Regional Director Bill Plummer announced. AS ASSISTANT Regional Director, Knell serves as the Regional Director's principal advisor and staff assistant for all Regional administrative programs. This includes monitoring, evaluating, and coordinating the programming, program-ming, budgeting, finance, personnel management, data processing, procurement, property management and office services functions. In addition, he will serve as the Director's principal assistant as-sistant in establishing and monitoring management systems sys-tems to assure timely and efficient ef-ficient program accomplishment. accomplish-ment. Knell fills the vacancy created by the retirement of " F.lwood G. Bywater. PRIOR TO his appointment, appoint-ment, Knell served as Regional Personnel and Management Officer. From 1971 to 1974 he was a personnel person-nel management specialist at the Bureau's Engineering & Research Center in Denver followed by his appointment as the Personnel Officer in that office in 1974 and 1975. Knell started his Bureau career in 1964 as a personnel management specialist in the Salt Lake Regional Office. THE UPPER Colorado Region comprises essentially the Upper Basin of the Colorado River, the area above Lee Ferry, and the contiguous landbound Bonneville Basin which drains into the Great Salt Lake. KNELL'S career with the Bureau, all but about four years with the UC Region, has been highlighted by oustand-ing oustand-ing performance. In recognition recogni-tion of his ability, he was presented the Department of the Interior Meritorious Service Ser-vice Honor Award in December 1977 by the Commissioner Com-missioner of Reclamation. The citation, signed by Secretary of the Interior Cecil D. Andrus, acknowledged Knell's strong personnel management program that "contributes with force and effectiveness to the Region's mission in water resources development." |
