Show l CONSTITUTIONAL AMENDMENT A fA k JOINT RESOLUTION PROPOSING PROPOSING PRO PRO- POSING TO AMEND ARTICLE ARTICLE ARTICLE ARTI ARTI- CLE XIII SECTION 2 OF THE CONSTITUTION 0 OF 1 F T THE H E ESTATE STATE OF UTAH RELATING TO TANGIBLE PROPERTIES EXEMPT FROM TAXATION Bo Be it resolved resolve by the Legislature Legis Legis- lature laturo of the State of Utah two-thirds two of all members elected elected elect elect- ed od to each of the two houses voting Doting in favor thereof Section 1 It is proposed to amend Article XIII Section 2 c of the c constitution of the State Stale e ef f Utah to read as follows All tangible property in the state not exempt under the laws of the United States the State Stat of Utah or under this constitution shall be taxed in proportion to its v value to be ascertained as provided b by law The property of the state stale counties counties coun coun- ties tics cities towns school districts districts districts dis dis- municipal corporations and md public libraries lots with the buildings s thereon used exclusively exclusively ex ex- for either religious worship or charitable purposes and md places of burial not held or used for private or corporate benefit shall be exempt from taxation Vater Water rights ditches canals reservoirs power plants pumping plants transmission lines pipes and flumes owned and used by individuals or corpor corporations corporations cor cor- por for irrigating lands within the state owned by bv such individuals or corporations ns or orthe orthe orthe the individual indi members thereof shall not be separately taxed as ns lon long as as they shall be owne owned and used exclusively for such pur pur- poses pOes Power plants power transmission lines and other property used for generating delivering electrical power a of which is used for furnishing power for pumping water wate for irrigation il purposes on lands in the State of Utah may maybe maybe maybe be exempted from taxation to the tho extent that such property is used for such purposes These exemptions shall accrue to the benefit of the users of water BO w pumped under such regulations regulations regulations regula regula- as the legislature may prescribe The he taxes tl-cs of the indigent indi gent poor ma may be remitted or abated at nt such times and in such manner as ns may be provided by law The le legislature may provide provide pro pro- vide ide for the exemption from taxation of homes homesteads and personal property not to exceed 2000 in value for fOl homes and homesteads and all household furnishings furniture and equipment used e. e exclusively b by the owner thereof at nt his lu's s place of abode in maintaining a home for himself and family Property not to exceed in value owned by dis disabled bled persons sons who served in any w war warin warin or in 11 the the- military service of the United States or of the State of Utah and by the unmarried widows and md minor orphans of such disabled persons or of persons per per- cr- cr sons song who while serving in the military militar service of the United States or the State of Utah were killed in action or died as asa asa asa a result of such ser service ce ma may be exempted as the legislature may provide The legislature shall provide pro by law for an annual tax sufficient sufficient sufficient with other sources of revenue to defray the estimated ordinary expenses of the State for each fiscal year For the purpose of paying the state debt if nn any there be he the legislature legislature legislature legis legis- lature shall provide for levying a tax annually sufI sufficient to pay the annual interest and to pay the principal of such debt within with in twenty years from the final passage of the law creating the debt Section 2 The secretary of state is directed to submit this proposed amendment to the electors elec dee dee- tors tom of the State of Utah in the next general election in the manner provided by law Section 3 If adopted b by the electors eJectors of or this state this amendment shall take effect the first day lay of January 19 1961 1 r I LAMONT F.
