We need to make sure the ordinances are adhered to. 2. We are in an expansion mode in the city and funds are tight. We are continuing to budget for parks and beautification each jear. This is a continuing effort and will remain so. of Government. 1. The most important issue facing the city of North Salt Lake in the next four years would be that of improving and maintaining services provided by the city with no increase in costs. Because of the growth the city has experienced in the last several years, several obvious needs have arisen. Some of these needs are a park on the east side, traffic lights on Orchard Drive, Redwood Road, and Highway 89, along with road improvement along Orchard Drive. Fortunately, our industrial park has experienced tremendous growth as well. With this growing tax base, revenues have increased. Careful budgeting of these increased revenues, planning, and a persistent coordination with the Utah project funds and community support I believe that a beautiful parkway could be in place of the current weed patches. I will strongly sustain this effort. However, until the outcome of the alignment study I would be reluctant to specify any amount of money. I do believe that commercial property owners have a responsibility to take care of their own property. Some owners have set a wonderful example, while others have done nothing. Establishing a Weed Free Zone along Highway 89 would strengthen the enforceability of the current weed ordinances. Department of Transportation would be my solution to solving some of these needs, without any tax increases. 2. Growth, both residential and business, is essential to the vitality of a community. Land owners have the right and will continue to develop their lands. I propose, however, that this growth be controlled. A detailed master plan for the future development of land within and surrounding our city will be completed. Standards for developers will be strictly enforced and each phase of a project will be satisfactorily completed before another is begun. All of this can be accomplished without ignoring the current needs of our city. Revenues to the city can be increased without raising taxes. By inviting new businesses to locate their facilities in our industrial park and by controlling expenditures we can improve the level of service to current as well as future residents. Residential growth, counterbalanced by commercial growth, will allow North Salt Lake to expand without undue stress and will allow us to improve the community that we now enjoy. 2. Highway 89 provides the first and last impression that most people get of North Salt Lake and traffic and gang problems in Bountiful to support adequate recreation facilities and parks for city important that this road be something of which we as a community are proud. Because Highway 89 is a state road, I would work in conjunction with UDOT in devising a plan that is within the budget of the State of Utah while meeting the needs of our city. I would also encourage the county commission to become involved in the beautification of this entrance to the county. By working with other government agencies, we should be able to accomplish the project with little or no cost to the city. There are things which we as a community can do now to improve the situation. Volunteer projects for city owned property and enforcing city ordinances requiring property owners to maintain their private property would certainly aid the appearance of not only this but all areas of the city.
