In addition, the Board proposeid for public comment identical and 4, which are changes in R307-8-1.expected to take effect before the emergency rule expires. The changes postpone the date of implementation for use of oxygenated fuels in Salt Lake, Davis and Weber Counties until November 1994. Oxygenated gasoline is required in areas which do not attain the health-base- d standard for carbon monoxide (CO). Use of oxygenated gasoline may contribute to the formation of nitrogen oxides in the atmosphere, and nitrogen oxides are precursors for the formation of PM10, which is a health problem in the Wasatch Front counties. Because there are no recent violations of the CO standard in Salt Lake, Davis and Weber Counties, there is no reason to risk increasing PM10 formation by using oxygenated gasoline. Utah has applied to the Environmental Protection Agency for a waiver from use of oxygenated gasoline in Salt Lake, Davis and Weber Counties. EPA has not yet approved or rejected that waiver. Because the use of oxygenated fuels is required under the Clean Air Act, failure to implement their use is a serious violation. The Air Quality Board believes it would be inconsistent for the Board to document the possible health consequences of increased PM10 due to implementation of oxyfuels and then not act on that information. Delaying implementation until 1994 would allow for state review of EPAs analysis conducted after the waiver reqr st was 2, submitted last March. of implementation Postponement postpones costs to refiners and vendors who would have to install additional storage facilities to serve the three counties.
