Det. Lloyd Kilpack alleges that the Salt Lake City man broke into four Bountiful residences during August and stole thousands of dollars worth of jewelry. Over $13,000 of jewelry was taken from one home. The money received from pawning the stolen goods was used to purchase cocaine and other drugs at Pioneer Park in Salt Lake City, the police for softening Gov. State lawmakers struck down a provision in Leavitts anti-gan- g package that would have instituted a point system aimed at revoking the driving privileges of adult and juvenile offenders who use cars in committing crimes. The governor 18-2- 5, ar also came under fire for his proposal to remove minimum security inmates from the Lone Peak facility in Draper and replace them with juvenile offenders. Talbot concurred, but cautioned that it was only a start. Im concerned, and I sincerely hope they will continue on with the (issue) in the regular session of the legislature. Obviously, the special session didnt take care all of the problems. Creating 80 beds isnt going to solve it. And very frankly we want the Legislature to come up with funding to build a second youth correctional facility in Davis County. The citizens of this county need that service... Talbot also said he would like the state to give communities the power to enact local gun legislation. Salt Lake City, for example, has waiting period for passed a five-da- y gunbuyers 18 to 25. But lawmakers at the special session did not specifically authorize communities to enact their own gun control and g other laws, and doubts have been raised about the whether Salt Lake Citys five-da- y waiting ordinance is legal and could withstand a challenge in court. anti-gan- All the studies show that waiting periods are not effective," Beattie said. Beattie said some other bills, such as the seizure of cars use in d crimes, stand a good chance of passage in the regular legislative session in January when there would be more time to resolve concerns and answer legisltors questions. He blamed much of the criticism of the special session on negative coverage by the media.
