The law does not require a specified length of time that the couple must live together to achieve this legal status. This is the lifestyle Jensen claims she and Sparks have led since 1988. In 1991 she added Sparks to her family health plan at the city. That was the issue that was brought to the attention of the city council by a disgruntled, former city worker. "When I learned the city council was checking on it, I called the insurance company again to ask if Mike being on the policy was a problem. They said it was OK. It was not costing the city any more and it was not a problem. So I stopped worrying," said Jensen. She was fired the following Wednesday. But Jensen was sure the council did not understand. Although it is not required by law, Jensen applied for and received a court document stating she and Sparks were recognized as legally married. "We had our personal reasons for not having a traditional ceremony, but we are as married as any couple. We bought a home. My kids call Mike Dad. I just dont understand," said Jensen. At issue is the uncontrolled intersection at 100 S. 300 East, where four accidents have occurred since Sept. 25. The worst accident was on Sept. 27, when a baby girl suffered head and facial lacerations after the station wagon she riding in was broadsided by a truck. The accident-touch- ed a lot of parents' hearts that saw the innocent little child being loaded into the ambulance... resident Melanie Thurston wrote the Clipper. The accident served as a wakeup call to the neighborhood, making Thurston and others think about the safety of their own children. They are asking the city for a stop sign to stop the onslaught of fender benders. City Engineer Jack Balling said that assertion misrepresents the city's position. After all, she was an adult and had been out on her own before. But three months have passed without anyone seeing or hearing from Sarah. Her parents and Bountiful police are worried and want to know where she is and how she is doing. We are just concerned because it's not like her, her father said. She's been away from home before and was very conscientious about calling and making sure we knew that she was okay. Sarah Ann Norfleet with her family from Fort Bliss, Texas, to Bountiful several years ago. She recently lived with some friends in an apartment in Salt Lake City, but decided to move back home when several girls began bickering. She had been home about two yveeks before she turned up missing. Sgt. Roger Green said Sarah had gone with a girlfriend to a party at 5 Points Mall. They went over to Bountiful Recreation, where the girl called her father to come get her and Sarah. They took Sarah home and dropped her off. That was the time that she was seen, Green said. Still, her parents didnt worry Edward and Yong too much. thought she might have gone back to live with her friends in Salt Lake City. Concern changed to alarm when Sarah did not call when her sister celebrated a birthday. That's when the Norfleets went to the police. She was always conscientious about calling or being there for birthdays, her father said. Both Dave Brown and Dave Soutter were officers in the now defunct Bountiful Hills Residents and Concerned Citizens Association which opposed the pipeline. Both feel concerned citizens still need to monitor the area closely. A slump or small slide occurred y this spring along the pipeline (ROW) in the park but Kern River officials say there is no hazard to residents living below the pipeline ROW or to the pipeline itself. The pipeline is a 36 inch diameter pipe, 12 inch thick, . harvest moon shines brightly over the foothills of Bountiful and shows the Kern y River Pipeline that still remain scarred from the work. Due to the wet winter and heavy snow several slides and holes were discovered along the pipeline route near Mueller Park. Brown and Soutter say they are both very concerned about the damage already done to Mueller Park, the work recently completed for the slump problem and the possibility that the damage control measures will cause even more damage to the area. The pipeline came down the slopes into Mueller Park two years ago, cutting a right of way through SEE PIPELINE and knows they are going somewhere, they'll take some of their personal things, Green said.
