for which it has bee been n sitting during the recess effected an agreement ee by which it should adjourn next week three days at a time in order to give elve members an opportunity anity to spend new years tears day at their homes the closing hours of 0 the de debate bate today were lacking in spirit and there was practically no excitement until the vote was taken the margin 0 of 34 by which the first section of 0 the bill bil 1 against which the republican opponents of the measure massed their opposition was nas passed showing that the friends of the measure had marshaled every available vote in its favor As it was forty seven republicans refused to act with the majority of their party the populists lists and democrats with the exception of mr hutchinson of texas who voted tor for the bill bil 11 presented an unbroken front a against the bill the bill as passed amends the resumption acts so as to permit the issue of 3 per cent coin bonds redeemable deeina dee mable ble after five years at the pleasure ot of tha government and payable in fifteen years with the specific provision that nothing noth ingin in the bill shall be construed to repeat repeal the act of 1878 tor for the reissue of the greenbacks green backs and that the bonds shall first be offered tor for subscription at the sub treasuries and depositories repositories deposit ories of the united states the second section of the bill provides tor for the issue of three year 3 per cent debt certificates of denominations I 1 ons ot of 20 and multiples thereof in amounts not exceeding to meet temporary deficiencies DEBATE when tire the house convened today but three hours remained for debate on oil the bond bill the vote by the terms of the rule under which the house we wa operating was to be taken at 3 the attendance was large mr brossius Bross lus rep pa opened the debate in favor of the bill this was abe tle only country on the globe he sold said where gold redempa redemption tion had neither qualification nor limitation and where the treasury was without the power to resist the incursions of foreign gold grabbers or domestic speculators ula tors mr parker rep N J favored the bill as a good business measure mea suie mr air Me Lauren dem S C opposed it because it would increase the burden of a people already tax ridden and would tend to legalize a series of asur pa lations eions of power by the secretary of the treasury it if the secretary would use his discretion and redeem notes in silver the gold raids would stop and new hope would be infused into the democratic party now crushed by I 1 he financial policy of the administration mr air cannon rep III in support of the measure declared that it was a bill to maintain specie payments which had bad been resumed under the country and force us to a silver basis those who support the administration because it wants gold bonds we in our judgment and patriotism stand ready to pass this bill it if it Is 13 rejected by the republican applause mr air bartlett dem N Y announced ills his opinion that the passage as sage of the pending bill instead of strengthening the financial ability and credit of the government would lead to further panic and avowed that he was tor for the maintenance ot of the gold standard until the powers of the world agreed to the coinage of silver mr tawney rep minn a member of the ways and means committee in support of the bill called attention to the presidents urgent appeal to congress to tn do something before adjourning he knew and everybody kne knew W that gold bonds would not be further sale of bonds unnecessary As a plain business proposition the treasury should coin the silver that would furnish the treasury of additional assets successive gold withdrawals and bond issues might be forced until the public debt was increased indefinitely mr burton rep mo and mr connolly rep ill who had been counted on as opponents of the bill gave their support to it in brief speeches mr fr payne rep N Y called attention to the tact fact that the administration was already preparing 1 to issue oooo of thirty year bonds this was the emergency that this bill met by a reduction of the interest the presidents message interrupted mr linney rep N C says that the of silver certificates issued against the bullion purchased under the act ot of 1890 2890 constituted gold obligations ligat ions why did not the ways and means committee provide for the coinage of that bullion and the redemption of these thes e notes in silvert silver democratic applause the Th secretary now has authority
