Show State Smirnal SPEECH OF THEODORE A. BELL GIVES THE DEMOCRATIC KEYNOTE BaHu 5Tljc Theodor A. Bell of California, selected by the national committee for temporary chairman of the convention, naa escorted to the platform and (poke d: a followa after the applause had "W have aaaeinbled at a time when the public conacience ia demanding, honeety of purpoae in tfie men who to direct the altalra of state. The publlac eye la keenly eenaltlve of every political movement, and our pro ceedinga here will be approved according to the degree of ainoerity appearing in the work of thla convention. There la a widespread belief, founded upon evidence of a convincing character, that the party in power ha not been true to it truat, that it haa betrayed the common Interest into the handa of the enemiea of good government, thereby forfeiting ita right and destroying ita ability to rule in the name of the people. Apparent to everyone la the fact that way down deep la the heart of the Republican convention at Chicago there waa a feeling of anger and resentment over the popular clamor for reforma; and it la equally intenpatent that there ia no bona-fid- e tion on the part of the Republican party of granting any reform, if the machinery of that party can be retained in p re Bent handa Ita paper platform, divided like ancient Caul into three part barren promises, makeshifts and evaslona it ia hoped will make a good campaign transparency; but no one seriously believes that the Republican party really indorses that neutral manuscript which held the convention together until It could ratify the nomination of a presidential candidate. Considering the present state of the publlo mind, la It any wonder that oua conduct ia being closely scrutinised; and la It not incumbent upon ua to aee that the intent and action of this magnificent gathering of a nation's democracy shall clearly reflect the peoples will? Approaching our great task in a manly, dignified manner, imbued with the loftiest sentiments of patriotism, ambitious to throw every safeguard around the liberties of our people, determined to stamp out the abuses that are consuming the substance of the nation, let us proceed to our appointed, duty with the sustaining consciousness that we are responsible alone to God and to our country for the Justice of our cause. Three Things to Do. There are three thing that this convention should do. It ought to present in a plain and intelligent manner the serious industrial and political conditions that are disturbing the peace and happiness of our country. We should then proceed to a courageous exposure of the Republican 'policies that are with private greed in the general oppression of the people. And, lastly, and most important of all, we must exhibit a readiness and an ability to grasp the problems of the hour and to effect their solution in a manner that will satisfy the sober, common sense of the multitudes whose interest are at stake. Among the great evils that afflicted the country at the present time is the abuse of corporate power. At first, the advancing aggressions of the corporations are not discernible to the common eye, for every move is carefully covered up until sufficient political 'strength' Is attained to defy the protests of the people. Thus the constant and Insidious Invasion of the people's rights finally results in a species of arrogance and defiance so formidable in its' appearance that the body of the people,, in fear of even worse aggressions, hesitate to .assert and exercise their rightful authority over these colossal enemies of the ' commonwealth. And so we behold subversion' of our free Institutions, a a government voluntarily subordinating Itself to selfish, private ends, special Privileges resorting a cunning, bribery and Intimidation to maintain its unholy power, while the masses timidly hope that when avert ce has at last reached the point of satiety it will then benevolently permit the people to resume their rightful share In the government of themselves. Whenever the muttering of the people become to threatening the cry of confiscation pw up and appeals are frantically made to the sacred rights of property. People Tali Warning. This Intended to affright the ears of honest men in the enjoyment at the fruits of their Industry and thrift, and by thus playing upon their prejudices and fears to deter them from casting their influence on the side of wholesome reforms. The cry of confiscation is the historic defense of usurpation. Let the people take warning. Whenever the wrongs of today become the vested rights of tomorrow the nation is In deadly peril. "The democratic party is not the enemy of property but to the contrary. It has always stood and win continue to stand firmly against every species f aggression that would destroy or weaken the right of any man to enjoy the rewards to which his patienoe, his skill, his Industry and his economy entitle him. If they are exceeding human liberty. If they ar exceeding their Jurisdiction there should be a plainer definition of their authority, and on the other hand If they are exercising a purely discretionary power the sovereign authority that has invested them with such power has never surrendered the right to recall or to modify that discretion. The courts have no ground for complaint, if In the wisdom of the people such modifications are mad There can.be no reflection upon the honesty of the courts in the passage of a measure that will confine the equity powers of the federal Judiciary within such bounds s Ih people of the United State branches of through the legislative their government, may determine. If in any case or In any court, through the uncertainty of present laws there is danger that some biased or Ignorant Judge may issue writ of injunction outside th bounds of equity and thereafter Inflict fine or imprisonment for a disobedience of its orders or decrees, this alone would be sufficient reason for an exact delimitation of power that would exclude the possibility or opportunity for an Invasion of the sacred righto of a citlaen.
