Certainly the coura of events at tli national capital is being watched with acute Interest by laboring men In all parts of the country. - MAYOR BREWERS POLICY. BREWER In a brief statement riven to the yesterday may be said to have outlined the policy of his adminstratlon, at least In so far aa It relates to a water supply and power for the city. In the filing by representatives of the city on the waters of the Routh Fork of the Weber river Mayor Brewer said: You may say to the public that thes two projects will be carried through, or thera will be a reduction of rates In both electric current and th city water." The progress of the adminstratlon In carrying out this program will be watched with the keenest interest by every resident of the city. The problem of a water aupply for Ogden has been one of the most complicated with which the city has ever had to contend. If Mayor Brewer has hit upon the proper solution, and If he can bring about a settlement of the vexed question to the reasonable Isfaction of the various Interests confcerned, he w ill be entitled to the thanks of evry person who calls Ogden his MAYOR home. Outside of th action of Engineer Parker In filing upon the water mentioned and the brief statement of the mayor nothing Is known to the public at large as to the plane th adminstratlon has for the securing of water and power. This plan may Involve the purchase by the municipality of the plants already In existence, or It may mean th establishment of an independent plant. If the plan when carried out results In better service at a lower cost It will certainly meet with the commendation of every taxpayer In th city. 4 KEEP YOUR EYE ON NEW YORK. In all parts of the courtry will attach to the atclon of the New York state Democratic clmmlttee as set forth In the special dispatches' to the Journal of yesterday. At a meeting held In New Tork city this committee adopted resolutions In favor of sending an unlnatructed delegation from that state to the Democratic national convention to be beld In Denver In July. That action may mean little or It may mean very much. It may mean that a determined effort la to be made by the Democrats of the east and south to defeat Bryan for the nomination, or It may mean that the New Tork Democrats concede the nomination of Bryan but Intend to keep votes away from him In the convention till they secure con- cessions In the platform. There to nothing certain about the nomination of Bryan. It la true that Wisconsin, Nebraska, Kansas and Instructed for him, and no state has InOklahoma ha structed for any other candidate; but outside of Oklahoma the Democrats have no reasonable prospect of securing electoral votes from the states named. Nothing definite 'will be known as to the trend of affairs untlll after New Tork and some of the great Democratic states of the South have spoken. Should three remain silent and send un Instructed delegations to the national convention the period of uncertainty will be prolonged Just that much longer. It la certain that there is a strong undercurrent agalnstj the nomination of Bryan. It can be felt in every community In the country. Mr. Bryan Is himself uncertain as to the outcome. He ! going Into all parts of the east snd south delivering speeches snd holding consultations with prominent men In his party. He Is not acting like a man who felt certain that the nomination would come to him without effort on his part. Some time ago he openly charged that the. sending of uninstructed delegates was a scheme of the reactionaries to secure control of the convention that the plan was to send delegates who could be purchased. H claimed to have positive proof of this In some Instances at least In making this statement Mr. Bryan said either too little or too much. If he knows of s specific case of this kind he should denounce it openly and give the names and dates. It to not fair to place a great section of the party under suspicion of resorting to the worst form of corruption unless he Is In a position to give the specifications; and if he Is In apposition to give the specifications he should glve them. The mere fact that Democrats are opposed to the nomination of Mr. Bryan la not proof of corruption and dishonesty. There are men who consider the Interests of the party as a whoe of greater momenta than the Interests of any individual member of the party. There are POLITICIANS men wlw would gladly sacrifice the ambitions of any In- dividual member of the party if by so dulng they could bring victory t the (arty and carry Its principles into effect. Should Mr. Bryan be set aside for another at Denver it would nut be the first time In history that such a thing had been done. Henry Clay and Daniel Wetmter suffered a like humiliation in their day. Even the Demo-craiaf- n the oiden times shoved the leaders aside and nominated such men as James K. Polk and Franklin Hi rve when tlie nominat.on if one of the great leaders would have meant a divided party and defeat. In more recent times the Kepiblicans have their Blaines, Shermans, Couklinga and Grants to nominate auch men a Hayes and aGrfleld. Indeed had they followed a like policy In 1884; if instead of the Plumed Knight" th had picked a man against whom there were no such strong antagonisms the history .f the last twenty-fiv- e yeais would have been entlre y different . In the nomination of Bryan In 1896 and again in liM the silver or western wing of the party was recognised to the exclusion of the gold or eastern wing.
