"X am not prepared at tha present time to make suitable recommendations for the Increasing of tha revenues, but 1 certainly favor fair play and fair protection to th people who contribute to ths revenue of Ogden City. I am opposed to any one who taxes out a government license for th sale .of liquor In tha city limits without taking out a municipal license. It has been called to my attention that the soda water fountains and drug stores and other places sell liquor without a license, and If thla la the ease It is absolutely unfair to allow thia and charge the caloonmen a license; therefore, I recommend that all persona having a government licence to sell liquor be charged aa a liquor dealer and be compelled to take out a liquor license. Inasmuch aa It appears that Ogden City has been collecting a fine of $50 per month for conducting gambling houaea In tha rear of cigar stores and saloons, and Inasmuch as It appears that tha city la unable to1 collect auch license from all auch places, I recommend that It discontinues the acceptance of these fines unless It is put an every similar occupation. In addition to tha above . recommendations, X recommend that an auditor ha employed to audit the city's books for the past two years! and also recommend that bs substitute a system that will simplify tha keeping of Ogden City's books In the various departments and compel the various departments to keep the books In order. I find in some departments of the - city' that practically no hooka have been kept at all, and It is difficult to find any Information desired from tha records kept. I aim recommend that the ordinance of Ogden City be revised, and all of those that wa do. not intend to enforce be repealed, ao that the officials of the city may be governed by only such laws as are effective. I also recommend that each of your committees select one night In each week to have a meeting, either in my office or In such place as you may desire for the transacting of business matters referred to the various committees, ao that the matters may bq handled carefully by the majority of the committeemen, aa many of the matters referred to the committee, should have careful attention aud should not be transacted only f,.w moments prior to the opening of the council on Monday nights I also recommend that the flnaii.. committee devise sump means whertby Ogden City warranto will be paid In their order, ao that a warrant drawn In December, 107, will not be paid beforj a like warrant drawn In 105.
