SIDEWALK BICYCLING. Several people have complained to the Journal of late concerning the tiding of bicycles on the sidewalks, especially In districts where the streets are In condition for the use of these vehicles because a bicycle Is a vehicle and nothing else. The complaint made by one good woman last Saturday doubtless sums ' up the matter as well as may be. She ays: n dolWe were assessed lars and ninety cents for the purpose of laying a sidewalk in front of our property, which we paid without a murmur, believing that it would Improve our property. Our neighbors on . the same block were also assessed, sixty-seve- some of them more, some of them lees than ourselves. Nearly all of us have small children, and prior to ths laying of the sidewalk wo were not afraid to bust out of doors at the times when the mothers were busy doing their housework. Not so nny longer, however. Now it is worth as much as a child's life or limb is worth to let the smaller ones play on the walk. These scorchers go by like the wind, with an utter disregard for the welfare of any one but themselves, and It is a constant menace to the peace of mind of the parent! and the welfare of the child to permit the younger ones out TOAD. The city council will meet this evening, and at that session there should be something done toward restoring communication with the canyon via the old road, now washed out havoc Because the water up there, and damage is being dune every hour and every minute to the property of the Ogden Canyon Sanitarium that some one will have to settle for, and the bill Is going to be longer than a drunken man's vision before it Is totaled up. Ths company haa lost an acre or so of ground already, and is likely to lose sums more unless some right smart is i dons pronto. The city fathers were after that nine ng hundred per year for the sanitarium license, and in order to get It, went up there and surveyed the scene and then had Introduced a bill in the legislature, putting a Jog of three hundred feet in the old line, so as to embrace ths sanitarium and secure the dough for the ale of alcoholic liquors at the resort. While ths bill was pending Mother Nature got some busy, changed the course of the river after washing out an iron bridge and wrecking things generally, until now the city haa, or will if that bill passes, about fifteen thousand dollars worth of business on hand, to say nothing of the damages the sanitarium company may claim, which means that it will require all the money from that license sixteen years to settle damages to road and bridge, to aay nothing of what may he recovered in a possible suit. Meantime ths harbingers of spring are here; the buds are swelling, the days art warm and the prospects for an early opening of the canyon are especially good; good. People will want to go up the canyon soon, and in order to get there must go away around the old road on Twelfth street. The council thinks It will wait before making a move, so aa to see who has the work to do, while the county commissioners are equally as anxious to keep away from the Job. As a matter of fact both aides ought to get together and do the work, with the understanding that the adverse party loses and repays the other its expenses. If the sanitarium is to be in the rlty, the city ought to get busy, and, If the county aide, when the llna is finally established, the county can be repaid. But if the legislature does not establish the line and tha old squabble continues, there is going to be a real daisy of a session of court some day and some one le going to get their fingers burned. But for either or both tho city and county to leave things as they now stand la a shame and disgrace to both. Ogden wants that road to the canyon opened again, and Ogden does not care which fund ths money comes from, so long as it is opened. OPEN FORUM Editor Journal: Tour very excellent article on "Legislative Chaplains," to me, seems entitled to more than a passing notice. In matters pertaining to our commercial interests wo hire men to do certain things at a given wags. The presumption is that he is capable of performing tho work he hires himself to do; otherwise "ths laborer would not bo worthy of his hire." He is expected to deliver the goods, and when the goods are so delivered he la entitled to his pay, and not before. If It transpires that he is Incompetent to do tho work, and falls from any cause to perform his part of the contract, then there is nothing due him. If he makes engagements that he Is unable to fulfill, he is then guilty of misrepresentations. For a man who can perform this work tM legislature offers tha sum and salary of per day. In matters terrestrial ths man who agrees to accept salary necessarily agrees to do the work. Does not, or at least should not, the same rule apply to matters spiritual? I think so. If the premises are properly laid, what are the duties of a chaplain? They are, first, to call on the Almighty twice each day and Inform Him of what haa taken place; secondly, to advise Him what to do until such time as he (the chaplain) will further advise Him; thirdly, to Implore the Almighty against doing any overt act or thing during such time as the chaplain la otherwise engaged.
