Fashion is so liberal and tolerant in lta rules and postulates, there is such an endless variety of patterns in the field, all in harmony with the general principles or arbitrary laws of fashion, but leaving inample room for tbs' assertion of Is practicalthere dividual taste, that ly no excuse for a woman who does not look her best. As a rule fashion favors not all are women alike. Some fashions slenand to tall becoming exceedingly der women, but accentuate In a most distressing way the defects of form In short and stout women; other fashions decidedly favor the stout women, while it hides and disguises the charms of her slender and graceful sisters. But, at the present time, there are no restricting limitations in fashion which would prevent it from being equally acceptable and becoming to both extremes. Variety Is, undoubtedly the keynote of present fashion. The summer styles offered quite a large variety of forms and styles, but the latter have become even more diversified by the gradual introduction of new styles, whk'h herald the coming of the foil season and will, probably, be characteristic features of coming fall fashdoe ion. Although there Is still considerable uncertainty concerning the details of the coming fall and winter fashions, some of the distinctive features are fairly well settled and women, who in their attire, care to be will do well to take notice. The changes, if there will be any, in more elaborate dresses, party, dinner and ball gowns, will probably become manifest later on, but the most striking changes that will appear in tailor inures can already be foretold with considerable certainty. It may be said to be a foregone conclusion that tailor mades will be built on simpler and severer lines than for some time. The latest models imported from Paris indicate a tendency to extreme plainness and tight fit. There seems to be a decided tendency to show as much of the feminine form and beauty of outline as can be shown with propriety. The skirts will fol low the curves of the body closely, disguising the most fascinating curves as little as possible. The same will be true of the waists, vests and coats that will be worn during the coming fall. High busts will be the rule qnd the garments will be required to fit like a glove. One of the most characteristic feat ures will lie the tight fitting coats to be worn with tailor made suits. They will be exceedingly plain and severe In their linea but the severity will be relelved to aome extent by some clever touch of picturesque originality and Individuality in the trimming or accessories. The coats will be in vari ous lengths and patterns, but all will conform to the general idea more or less. Among the Imported models are some single-lir- e anted three-quartwhich are Intended to fit coats, length skin-tigh- t. Some have a flat collar, others are cut plain, without col er lar. The pufTed, buggy or flowing sleeves, with a great deal of trimming, seem to be doomed, so far as these coats are concerned. The new sleeves are remarkably plain and only a trifle fuller than they used to he two seasons ago. The coats are fastened with buttons or frogs and are made with or without small side pockets at the waist line. Borne of the coats shown have a basque which reaches just below' the hip curve and have no seam at the waist line. Some of the single-breastcoats have vests, which are not visible, however, if the coat Is fastened, unless In the form of a narrow strip around the collar. lland-painte- d gowns, the latest wrinkle in elaborate evening and dinner fashions promise to become all teh rage amoong the women of the wealthier classea In this country. In Paris the samples that have been Introduced In fashionable society have mude a decided hit and It Is stated on good authority that several weal thy American women have placed orders for such gowns with Paris artists There is no reason why Ameri can artiste should not be patronised ae welL If the wealthy women of fashion take up the fad. it would mean quite a windfall to many struggling American artists. There may YORK HAVE f be diversity of opinion regarding the economic policy of decorating gowns but it cannot be with denied that the fashion offers almost unlimited possibilities for tbe display of artistic taste. Individuality and originality. Borne of the hand-paintgowns shown In Paris were of exquisite beauty. The decorative motifs were Invariably flowers, either true to nature or to some extent conventionalized. Only in a few cases birds and butterflies were introduced. Authorities predict that velvet and velveteens will be worn a great deal during the coming fall and winter season. There Is quite a demand for both materials already and the dealers have not been alow In recognising the drift of feminine taste. The market is well supplied with a wonderful variety of velvets, much thinner In texture and more pliable than the old fashioned velvets used to be and, It Is said, equally durable. One of the mot charming materials Is the new chiffon velvet, which will be used great deal for elaborate gowns for evening wear. During the past season velvet enjoyed remarkable popularity In London and Paris and It is safe to say, that New York will follow the lead of the great European fashion centers In that ret spect Although It is still very warm and rather early to think of winter styles, the large houses In Paris are already showing samples of their winter goods, Including furs. There is good reason to believe that beaver will be much worn next winter. Sable, ermine, seal, chinchilla and caracul will also be great favorites. Next In favor come the broadtail, fox, skunk, mink and marten. It seems that muffs will not be In great demand next winter. At least only a few models have been ahown In Paris so far and these are mostly larg and of the flat variety. In other respects there will be but little change In styles Coats, cloaks, capes and collars will be worn and combinations of furs will be as popular aa ever. At this time of the year the hat question Is always particularly inter' eating and burning. Judging from the models of winter styles displayed in Paris shops toques will not be worn aa much as In former years. Velvet hats will take first rank for fashion able wear, but next to them felt hats will be Uie most favored. For decorating bats foil fall wear ribbons will be used in every con celvable manner. They will be introduced In the flat form, as bows, rosettes, cockades, ruchlngs and every other way. Fruits and berries and even nuts, will be seen a great deal, accnmimnled by foliage In Imitation of nature or 'In velvet. Feathers pnrtii-urarlostrich feathers and paradise plumes will also be used for trimming hats, particularly those of the large and picturesque kind. It is stated on good authority , that mitts will once more become fashionable during the coming season. Their return to favor Is probably due to the Marie Antoinette sleeves, which have been worn a great deal all summer and will undoubtedly be the mojt fashionable sleeves for evening dresses this fall and winter. Some of the samples in white or black silk, Im ported from Paris, are of exquisite texture and beautifully embroidered on the back. Scores of unfortunate song birds were to be seen in the Emfleld police court, says the London Chronicle, some of them dead a the result of the 111 treatment they had been sub- jected to. They were the "lures" of profes slonal blrdcatchers, and the mute evidence they supplied resulted in number of the catchers being fined 15s. nnd costs for netting and for cruelty to birds.
