Under the, regulations, however, carriers are allowed to execute commissions for parties living on their routes. Congress, before adjournment Increased the salaries of rural mall carriers, and at the same time provided that they should not act as agents as above outlined, and this new order of things begins on July 1st next The regulations are as follows: 'Under the law rural carriers are not permitted to colldt business or receive ordrs of any kl- - d from any person, firm or corporation, and cannot during the hours of their employment carrv any mr-- r fa ndlne fm Mrs, except that 'hey may, car-- y merchandise for and at the request of patrons residing on their respective routes, provided the same shall not interfere with the proper discharge of their official duties, and under such regulations as the postmaster-genermay prescribe from time to time. "Under this provision of law no mailible matter may be handled by rural carriers whle serving their routes unless the proper postage has been paid, except county newspapers, which under the law, are permitted to be carried free throughout the county in which' they are published to actual subscribers, and such newspapers addressed to subscribers, residents on rural routes, must be deposited at the postofflee the same as papers for other subscribers. "The hire for merchandise carried on request of the patron of rural free delivery must be paid by the patron. Sagebrush Statesman Has $110,000 Worth of Experience As An Agriculturist. Senator Stewart of Nevada is about closing up an experience in agriculture which might or might not fit him for the position of secretary of agriculture. For the past five or six years he has conducted a model farm at a few miles from Washi0 ngton, and has expended about out sold in the enterprise, and has for $30,000. The Ashbury farm was conducted first as a dairy farm and later for stock raising purposes. The experiences of the Nevada senator in his terming operations are quite similar to those reported to have been had by Horace Greeley a generation ago. In the case of the great editor, it was the raising of garden produce that made inroads on his bank account With Senator Stewart it was the production of milk under practically ideal conditions that lost him something over $100,000. On the Stewart term the cows were cared for under ideal conditions, improved machinery was provided for' separating, sterilising and cooling the milk, and it was sold from a dairy in Washington established and conducted by Senator Stewart Ashburn, Va., $140,-00- himself. The senator found that reople cared very little for the attention devoted to the proper care of milk and he' could not get any greater price for it than was current for milk not so cared for. The business proved a constant source of loss and the dairy farm was changed into a stock raising enterprise, and the senator has been a fruitful patron of those with new ideas in regard to stock raising, frequently at the expense of his capltaL The senator's library at the term contained a great number and variety of agricultural publications. He made it a rule not to allow books or papers relating to subjects other than stock raising and agriculture to find it way to Ashburn term. His term house was fitted up In the finest style. It contained several tiled bath rooms, with porcelain tubs, and was fitted throughout with city convenience. Senator Stewart takes hi. financial loss in his terming experiments philosophically.
