Twenty-fift- h A few days ago I requested the captain of police to take possession of the various tools and devices used for gaming and to have them examined as to the char-sct- er of devices used. This man Shepherd charges and claims to have affidavits in his possession that the police force notified the saloons and other re- sorts that the police were coming to take the tools, etc. 'Shepherd has made so many wild charges some of them I know are absolutely false and having been advised that be is a gambler practitioner, I have refrained from paying an attention to his wild, exaggerated, and I believe,, untruthful statements, but a repetition of these charges seem to lead some of our unsuspecting people to believe that there may be something in what he Charge andbaye decided to make an investigation of these charges against our' police force. I ask the council to appoint a committee to join the mayor In this investigation and that the committee be given full power to send for witnesses, administer oaths and do what is necessary to make a complete investigation, in order that if there are any dishonest men on the police force who have taken money for a failure to suppress crime, or a traitor among them who has exposed the contemplated action of the chief officers, may be rooted out and also save the other nfanbers of the force from the disgrace and insinuations attempted to be fastened on the police force, which X believe could not le truthfully apply to any member of the force. 1 ask for this your earnest and Prompt consideration. Councilman Davidson moved that a special committee of four be appointed to make the investigation demanded. Councilman Nye was not In favor of the motion and was opposed to the mayor's request. He said he had seen two copies of a sheet purporting to bo a small evening paper and that its contents were mild compared with a heet that had been conducted here during the last election. He believed that Chief Browning and every officer on the police force was all right and tbat it would be beneath the dignity of the council to pay any attention to be charges made by Shepherd. He thought it would be a waste of time and would do no good. Councilman Davidson said it was a lander on the police force and It ahould be stopped.
