MEET ROOSEVEI,T. and Aldrich Inivited Discussion of Panama Situation. the Senate and House of Representatives: I have convened Congress that it may consider legislation necessary to put into operation the commercial treaty with Cuba, which was ratified by the Senate at its last session and subsequently by the Cuban government I deem that such legislation is demanded, not only by our Interest but by our honor. We can not with propriety abandon the course upon which we have so wisely embarked. Platt When the acceptance, of the amendment was required from Cuba by act of Congress of the United States this government thereby committed Itself to the policy of treating Cuba aa occupying a unique position aa regards this country and it was provided that when the island became ' a free, Independent republic it should stand In such close relations with ua aa in certain respects to come within our system of interna tlonal policy, and It necessarily, followed she must also, to a pertain become included within the lines of our economic policy. Situated as Cuba is it would Viot be possible for this country to permit, strategic abuse of the Island by foreign military It is for this reason certain power. limitations have been Impressed upon her financial policy and naval stations have been conceded by her to the United States.. Negotiations as to the details of these naval stations are on the eve of completion. We are so situated as to prevent any idea that there Is intention ever to use them against Cuba, otherwise than the protection of Cuba from the assaults of foreign foes and better safeguarding American interests in the waters south of us. These interests, which have been largely increased by the consequences of the war with Spain, and will be further increased by the building of the Isthmian canal, are both military and economic. The granting to us by Cuba of the naval stations alluded to is of the utmost Importance, from a military standpoint and Is proof of Cuba, otherwise than for the protection good progress since her Independence, and already stands high among her sister republics of the new world. Loyally observed obligations to us Is entitled to like treatment by us. The treaty submitted to you for J'our approval secures to the United States economic advantages as great as those given Cuba. No American Interest Is sacrificed. SENATE PROCEEDINGS. The reciprocity treaty, which accompanied the Presidents message, was referred to the committee on foreign relations. The canal sems to he receiving as much attention from President Roosevelt and the Republican leaders as reciprocity with Cuba, for which a special session was called and to which the President's message is entirely devoted. Today for the first time since Theodore Roosevelt became president of the United States, senators were in session with the cabinet at Its regular meeting. Two distinguished leaders thus honored were Senator Hanna and Senator Aldrich. The latter Is chairman of the senate finance committee and rumor declares that me former is to be made chairman of the committee on Interoceanie canals. It is generally understood that these two gentlemen were present with the cabinet and the president to discuss the Panama situaWASHINGTON, tion. The caucus of Republican senators will today depose Senator Morgan of Alabama from the chairmanship of the interoceanie canals committee.
