THE COUNTRY WANTS TO KNOW HOW IT WAS DONE, Senator Hoar should push his resolution of inquiry concerning the manner in which the republic of Panama was created. If he will do this with the power which is at his command as a leading senator of the United States the black story will be exposed to the public gaze. Then if he and other great law- yers and diplomats in congress will criticize the administration as it deserves for entering and dangerous line of action, they will convey an inestimable service to the generations. It is incontestable that the state department at least knew of the intended action of the Panama conspirators; it is almost equally certain that the chief executive of the nation was advised. Indeed there is no logical conclusion which can be reached other than that President Roosevelt was both informed and consulted. The public now knows with what prepared readiness he seized the situation, recognized Panama and interposed the power of the United States between Colombia and the seceding state. Senator Hoar, representing as he does in many respects the dignity and the old ideals of the country, is the man to take up the case for our civilization. If he will live up to the best that he ever yet has done in public life, the cause of justice will be ably presented. It is a satisfactory sign of the awakening of national conscience when a man like Senator Hoar will take the initiative in work of this character. Incidentally it portends more unpopularity for Mr. Roosevelt with his party and the country. this country upon an an OPEN THE BLOCKS , Ogden enjoys a most fortunate circumstance in that her business district is compact, making the transaction of daily affairs con venient and easy and conducing to economy in the expenditure for public improvements. It has now become apparent that the district must greatly spread in area, to the consequent increase of inconvenience and public outlay, unless the owners of property in the present center shall speedily join together to open the blocks. It is a most unaccountable waste of values for the great squares of this city to be surrounded by a narrow fringe of buildings while the whole interior is .given over to disuse or almost equally unprofitable occupancy. In addition to being an important business project it has its other aspects. The extension of good streets through the principal blocks fronting on Washington avenue, with the slices open to public travel and well lighted, would be a very large enhancement of the safety of the town. The police service could be performed with greater ease and with less danger to the officers. The opening of the streets and the lighting of the city are great factors in the moral well being of the community. And it is to be hoped that before another year shall roll around, Hudson avenue from Twenty-sixt- h street to Twenty-thir- d will be opened and made one of the principal thoroughfares of the city. If the fuel companies operating in the strike district imagine that the public sympathy which was created in their behalf in the early days of the strike, will condone any cruel evictions of miners andtheir families, or the employment of thugs and under the name of guards, they arc greatly mistaken. And if they imagine that the public will countenance the arrest and intimidation of the lawyer for the strikers they arc laboring under a most grievous error. law-breake- rs The facts pertaining to the public attitude General ap on this question are as follows: proval followed the governor's compliance with the request of the sheriff of Carbon county for troops; under the circumstance it was difficult to point to any other reasonable course that the governor could have pursued. But there has never been any feeling of approval for the utilizing of state forces to oppress and terrify the strikers or their associates, nor does the average taxpayer willingly consent to have the weight of the state government thrown unfairly upon the side of the fuel companies. It was well enough for the authorities of the law to take all reasonable means to prevent violation of the law; but it is doubly deplorable if affecting to act as conservators of public quiet and the safety of property, they themselves transcend the rightful power with which they are invested. It begins to look as if the coal companies had worked the state militia and the state treasury long enough. f The announcement that David Bennett Hill will follow in the footsteps of William J. Bryan and Grover Cleveland and will decline to be a candidate for the presidency is directly in line with the prospective work of the Democratic national convention of next year. The dispatch states: I like New York,said the Senator, and it is very likely that I shall take up my residence here with Mrs. Smoot and children. I should like them to be educated here. It may be inconvenient to make trips from Washington and back, but New York is worth the trouble." Despite the rain today, the Senator took a trip through the fashionable residence district and viewed houses there. He refused to say whether he had decided to buy or lease any certain residence. This is scarcely to be credited. Senator Smoot will scarcely buy or rent a house in New York, unless he has greatly changed since his election to the senate. Constituencies and states are jealous enough of the residence of their representative and senatorial families in Washington without having antagonism further provoked by the taking up of residence in Gotham. Mr. Smoot is certainly too wise a man to provoke criticism at home by taking a house in the fashionable or any other district in New York, either for the education of his children or for any other purpose, during his service in the senate from the state of Utah.
