That It t proposed to amend Section 7 of Article XIII of the Constitution of the state of Utah eo that the same will read as follows: Section 7. The rate of State taxation on, property for State purposes shall never exceed eight mill on each dollar of valuation: four and nne-ha- lf mills on each dol'ars of valuation for general state purposes: three mills on each dollar of valuation for district tnll on each school purpose: one-ha- lf do'lar of valuation for high school purposes; and whenever the taxable property within the State shall amount to Four Hundred Million Dollars, the rate shall never thereafter exceed five mills on each dollar of valuation: union a proposition to Increase such rate, specifying the rate proposed and t to time during which the same shall be levied, be first submitted to a vote f such qualified electors as shall have paid a property tax assessed to them within the State in the year nex: preceding such election and the majority of those voting thereon etia'l vote In favor thereof In such g manner as may be provided hy law.
