A large pile of rubbish was soaked with coal oil and a match applied. ONE Matter Was Discussed Last Night and Rsfsrred to a Special Committee. The city council met in reggular session last evening with President Ir0 Tern Chambers In the chair. All members were present except Nye and Carr. The most important question to oc-uthe attention of the body was. an ordinance Introduced by Councilman Williams to grant a franchise to the Ogden Water Works company, with to conduct a water the privilege works system in the streets and alley-way- s of Ogden City. The ordinance was read by the recorder and passed Its first reading, and after a aeries of motions, amendments and an hour of useless discussion the question was again brought back to the original motion and nothing had been accomRandall then plished. Councilman moved that the ordinance be received, pass Its first reading and he referred to a special revision committee, and this was done. The ordinance provides that the water company shall have a fifty-yefranchise to do business In Ogden, and shall have the privilege to extend mains, construct reservoirs and the like. On the other hand, the city Is given an option to buy the system for $50,000 at the end of fifty years. A new schedule of water rates la also guaranteed the consumers, the schedule being somewhat more favorable to the cltisens than the one now in force. The city attorney stated to the council that a passing of this ordinance would also eventually bring about a compromise between the city and the water company regarding the damage suit brought by the latter against the city, Involving several thousand dol lnrs alleged to be due them for hy drant rent. Contractor P. J. Moran was present and agreed, at the request of the council, to extend his guarantee on paving done for the city on Twenty-fift- h street from two to three years and from two to five years for work to be done on Wall and Grant avenues. He refused to give a guarantee for the work on Twenty-fift- h street, saying that the concrete base was not laid by him and was also nearly twelve years old. A communication was received from the mayor stating that he would he absent from the city for a few days. Councilman Williams was thereupon elected mayor pro tern. The law committee, to whom was referred the bill of the Ogden Water Works company for $24,430.23, due for hydrant rent, recommended that the bill be not paid, at there la nothing due the latter for such rental. The same committee, to whom was referred the claim for $5,000 damages by T. H, Stoffer for alleged injuries which be fell his son by falling into an open man-hol- e, recommended that Contrac tor Kelsey be notified regarding the matter and that he be asked to make a settlement. The streets committee, to whom was referred the petition of the Rocky Mountain Bell Telephone company asking for permission to locate poles on certain streets In the city, recoin mended that the permission be grantar five-year ed. The special committee appointed to look Into the matter of opening Canal alley reported, recommending that the same be opened and that the property owners had, with a few exceptions, agreed to sell their rights of way.
