This corps will be engaged all summer on the preliminary work of T'tah's great Irrigation project, with artlcular reference of the problem of diverting the headwaters of the Duchesne river to the Utah and Salt Lake valleys. Prof. Swendaen expects to have within a month, however. Information that will be of grent value to the government In formulating Its plans for active opera t Iona. The Utah lake project, which Is to be handled In the future as a part of the main project, is far enough along so that construction work may be proceeded with as soon as the preliminary organisation of the water users Is effected. No difficulty In bringing about the preliminary organisation in a comparatively short time Is anticipated. The basis upon which the primary rights of the ld canal companies sre to be accounted for has already been settled, and the enlargement of the project, by combining it with the greater scheme, ran only Increase the advantages to accrue to those who were Included In the One of the most Important of these advantages will be that' In the event of a shortage of water on one side of the range and a surplusage on the other, which !s not at all unlikely to happen, the or- supply can be turned Into the canals where It Is needed. Asa matter of fact, It Is urged there ran be no possible reason for any within the possible radius of the big project's operations hesitating to enter the preliminary organisation of water users. Should he have any water rights st the present time, he will receive credit for them; the water will be secured by the government at actual cost,' by doing things upon a much larger scale than could poslbly be done by any private concern, and If for any reason an abundance of water should not be provided any signer of the agreement with the government, he would have nothing to pay.
