Following in the address of Mr. Jennings at yesterday's session of the congress at St. Louis: Water and Its control la one of the most vital problems confronting us. It Is no new problem. It has been met, with varying degrees of success, at many different times and under differing conditions. A phase of the water question which is of especial Interest at present is that which has to do with the Improvement and control of rivers as influencing the development of the went In rivers, especially those fed by mountain streams, as we all know, the supply at certain times of the year Is too great, and at other times too little. It is toward regulating these extremes that floods, when uncontrolled, cause great damage. Besides this, water that thus goes to waste, would, if conserved for use at times of the year when the natural supply Is insufficient, be of Inestimable value for Irrigation purposes. The improvement of rivers and the control of flood waters Is Intimately connected with the work of Irrigation and reclamation. Intensified Farming. It Is a well known fact that the low lands tributary to rivers lands that have been overflowed at periods for ages are the richest in the world. The expense of reclaiming these lands Is offset, many times over, by the returns from the products of the reclaimed lands. In the west Intensive farming Is rapidly taking the place of former methods of farming in this country. As land becomes more valuable Intensive farming will become more and more profitable and popular and profitable. The increased value of lands when reclaimed, as has been shown before, fully warrants the expense of reclamation. Such expense should, therefore, of course, be borne in part by the owners of the land, as they are thereby benefited and also as they are pledged. In some of the states, at least to reclaim. The state, however, sharing In the increased general prosperity following the improvement of rivers and reclalmation of lands, should also bear a part of the expense. It should do so all the more in such cases where in accepting certain lands granted it by the United States, the state committed Itself to reclaim such lands. This work was first begun as early as 1850 and has meant to the state of Utah the production of a valley as fertile and beautiful as any In the Rocky Mountain region. The Snake River Valley offers possibilities of great development for Idaho. The area drained directly by the river covers 13.000 square miles. Under the provisions of the reclamation set 1,600 miles of preliminary surveys for rannla and reservoirs have been made and work Is now being energetically pushed. The value of the land In this district based on its products Is very high.
