The measure, to set up a special action office for drug abuse would provide prevention, a' nationwide network of 350 treatment centers to help the thousands of drug addicts across the country. Under the bill, which was the subject of 21 days of hearings, community mental health centers, eight public health service hospitals and 30 PHS clinics would be used for drug addiction treatment. The future of the measure is somewhat in doubt, however. The Senate has approved a $1.8 billion, five-yeprogram to set up a special office in the White House and also create a national institute for drug ar abuse.
