More People Are Using Lawyer Referral Service For Legal Care SAN FRANCISCO A greater number of middle and lower- - income persons have been receiving legal attention through lawyer referral services over the past several years, it was disclosed in a survey released at the American Bar Associations First West Coast Lawyer Referral Workshop at the Bellevue Hotel. Conducted by the ABA Standing Committee On Lawyer Referral Service, the survey was completed by 230 of the 274 bar association services to which it was sent and indicated that slightly over a quarter of a million persons applied to referral services, with 210, 349 actually put in touch with lawyers in 1969, an increase of 19.5 over over 1967. 1968, and 34.5 ADDITIONAL CONSULTATION OPTIONAL Judge Alvin B. Rubin, chairman of the ABA Committee on Lawyer Referral Service explained that referral services are basically intended for people who are above the income qualifications for free legal aid but who are by no means of upper economic status. The services operate by referring people to lawyers who serve on panels and who provide an initial half-hoconsultation for a modest fee to determine what legal course should be pursued. If it is found no further action is required, the transaction is closed.
