London Stock Exchange Again Turns Down Women as Members The London LONDON CUPI) Stock Exchange, for the third year in a row has voted against admitting women members. A poll taken of the membership by the Stock Exchange Council, May 21, was 955 in favor of women stock brokers and 1,287 against. Exchange Chairman Sir Martin Wilkinson, who thinks women ought to be admitted, called the outcome a "move in the right direction. He noted the proportion in favor was 42 cent per cent, compared with 32 per in the first poll three years ago. The conception of a national crime organization of Sicilian origin is nothing more than a myth created by Americans who dont like to air their own "dirty linen, the author says. Dr. Joseph L. Albini said he spent four years on research for his book, talking with law enforcement officials and underworld informants and concluded the Mafia is a myth. But, he added in an interview, "When I say there is no national, centralized organization called the Mafia, Im not saying there are not syndicates which cooperate with each other nationally. He said the various syndicates and their leaders operate on a "client-patro- n basis. They cooperate and accommodate each other as they need one another's services, he said. Albini said his book, "The American Mafia: The Genesis of a Legend," will force Americans to look at organized crime as a part of the American society and not as something that was imported from Sicily. "It is easier to lay the Marne for organized crime cm an outside source than on American society, he said. We dont like to air our own dirty linen. Albini said as long as people believe a secret society is behind crime, "theyll believe its futile to. attempt to fight it. On the other hand, if they recognize that syndicated crime stays in business because Americans want its goods, then we can start getting to what organized crime is all about. Justice Agency Seeks Expanded Drug Controls - The WASHINGTON (UPI) Justice Department moved May 27 to bring the widely abused stimulant and amphetamines drugs commonly methamphetamines known as uppers and "speed under the same tight controls that govern codine, mophone and methadone. John E. Ingersoll, director of the Bureau of Narcotics and Dangerous Drugs, announced the drugs were being reclassified from Federal which covers drugs Schedule III 'to Schedule II like barbituates which is comprised of highly addictive drugs subject to widespread abuse. The change, which could become effective in 30 days, means the two drugs will come under a manufacturing quota set by Attorney General Mitchell; that a federal order form will be required for their distribution; and that they may be obtained only on a doctors prescription that may not be refilled. It is estimated that about 20 per cent of the nations annual production of some 3.5 billion units of amphetamines and 1.2 billion units of methamphetamines are diverted into illicit drug channels. Brooklyn D.A. Wants to UP Staff to 200 Nixon Cabinet Reform Plan (UPI) Brooklyn Dist. Atty. Eugene Gold says that unless his budget is increased by $1 million to help him implement new rules for speedy trials, the result could be "A legalized jail break. Gold held a news conference May 25, which all 119 of his assistant District Attorneys were present. He said a mounting crime wave in the Borough of Brooklyn and the requirements of new court rules will further tax an already underpaid, overworked staff. Gold said he needed to enlarge his staff to 200 assistant district attorneys and to boost his budget for the next fiscal year $1 million to more than $5 million. He called on the Mayor and City Council to authorize the increases. Gold said newly adopted State Judicial Conference rules require that prisoners be paroled after three months without a trial and that charges be automatically dismissed if a defendant is not brought to trial in six months. "Only with a staff approaching 200 assistants will I be able to carry out my mandate from the people of Brooklyn to prosecute with un- and impartiality dispatch," Gold said. "Public wavering prosecution in the Borough of Brooklyn is now in crisis. We must permit it to degenerate into chaos. not effect. Methamphetamines, which are chemically related, have several similar benefits under carefully supervised use by a doctor. When abused by addicts who "shoot the drug directly into their veins, officials say it causes irritability, confusion, assaultiveness, delerium and halucinations, followed by depression and fatigue. - WASHINGTON (UPI) A chief author of President Nixons plan to reshuffle the federal bureaucracy said May 27 it should be enacted so the Chief Executive can be a fulltime President, not a part-tim- e department head. Roy L. Ash, chairman of a Presidential advisory council on executive reorganization, on whose report Nixon relied heavily in drafting his controversial plan, told a Senate committee that the government machine badly needs the overhauling Nixon recommended. The plan calls for streamlining the executive branch, basically by abolishing seven Cabinet departments and creating four new ones that would absorb those responsibilities and those of a number of independent agencies as well. The new departments Human Resources, Natural Resources, Economic Affairs and Community would have broad Development responsibilities and powers. Ash said this would be a vast improvement over the present situation, where 11 Cabinet departments and 41 independent agencies report directly to the President, who has to spend a great deal of time settling feuds and sorting out overlapping responsibilities. "It is nearer reality to say that the President is the head of a single a 'department of domestic affairs of one 400,000 people, very large along with his duties of being President, Ash said, adding that the proposed reorganization would change all that. e "He can then be a e President, not a part-timdepartment head, Ash said. "In effect, the new departments will finally allow him to decentralize that which can not only be managed from his offull-tim- fice. This, Ash said, would in turn free the Chief Executive to concentrate on major problems and issues instead of the current situation where "too many nickels and dimes stop at his office, not enough bucks. Ash testified at the second day of hearings before the Senate government operations committee, which is considering the proposal. The hearings are expected to stretch, over several months. Jury Dismisses Suit on Birth Control Pill CHICAGO (UPI) - A $1.5 million suit against a birth control pUl manufacturer has been dismissed by a jury of six women and five men. The suit had charged that G.D. Searle Company, manufacturer of the Mrth control pill Enovid, was responsiMe for the death of one woman and serious injury to another. However, the jury dismissed charges against the company May 20 after two days of deliberation and a review of much more than 10,000 pages of documents and reports entered as evidence. The suit had been brought by Robert H. Lawson, formerly of Pontiac, Mich., and Karl and Joanne Holmes, Carpentersville, 111. Lawson's wife, mother of five children, died in September, 1982. It was testified that a pathologists report concluded Mood clots began forming in her lung at about the time she began use of the pill. Mrs. Holmes, a mother of four, began taking the pill in September, 1963, it was testified, and was hospitalized for treatment of a blood clot in December, 1983. She later recovered. Mitchell Lauds Administration Drug Campaign - ATLANTA (ACCN) Attorney General John N. Mitchell said tonight that by mobilizing all the resources of the Federal government in a coordinated campaign with states, localities and foreign nations, the Nixon Administration has mounted the most effective war on illegal narcotics ever waged. The Attorney General was in Atlanta to address a police appreciation Conner sponsored by the Chamber of Commerce. As our combined efforts succeed, he said, "we will remove a significant percentage of crime noting that the high costs of drugs force addicts to resort to street crime activities to obtain money to support their haMts. r i |
