The universitys Survey Research Center in its latest Quarterly Survey of Consumer Attitudes and Inclinations to Buy reveals that the Index of Consumer Sentiment in February 1971 stood at 78.2, almost exactly the same level as one year ago (February 1966 equals 100). The fourth quarter 1970 index figure, adjusted for the auto strike, was 75.4. The index improvement in the latest quarter resulted from more favorable opinions concerning conditions for large household durable goods and more market optimistic expectations about forthcoming business trends. The surveys, conducted regularly since 1951, are designed to measure consumer expectations and explore the reasons for changes in attitudes which strongly influence people's economic behavior. Supreme Court affirmed. see page 4 Under Old Charter. Homestead Law Ruled Invalid In Illinois SPRINGFIELD, ILL. (ACCN) This states Supreme Court has affirmed a lower tribunal ruling that the Illinois Homestead Exemption Law, which is actually a year-ol- d measure, is constitutional under the trfx-reli- ef un- com- monwealths present (1870) charter. The invalidated act granted a $1,500 tax exemption to persons over 65 who are homeowners, and was intended as an aid to the elderly. When Cook the County (metropolitan Chicago) Circuit Court, which the State Supreme' Court upheld, ruled that the law could not stand, the state took its appeal directly to the higher tribunal. May Be Revived Under a new Illinois constitution, approved by the voters last year, a homestead exemption act of substantially the same nature as the one now ruled invalid would withstand court challenge, legal experts believe. The Illinois Senate, in fact, enacted such a law a few days before the State Supreme Court decision, handed down April 1. The measure now is in the lower house. Some downstate Illinois counties have ignored the Cook County ruling and computed current taxes on the basis of the old law. Now that the Supreme Court has concurred with the lower forum, the counties will have the unpopular task of mailing out additional tax bills to their elderly homeowners. Court's Rationale The State Supreme Court said under the 1870 constitution, private property could only be granted tax exemption if owned by a charitable organization or devoted to charitable uses. Homeowners over 86 cannot claim they are chart taMe organizations or that living in their houses is a charitaMe activity, the court declared. Two of the court's seven members dissented from the ruling. |
