His philosophies contributed to the moral collapse of a great nation while his intellectual abstracts were heralded. To allow porno to continue because of poor judical judgements is something Utah cannot afford. We want our children to have a safe place to grow without fear of abuse, molestation or corrupt people waiting to swallow them alive in fiendish schemes or philosophies. A vote NO for Judge Wilkins would say, No Judge Wilkins, we do NOT like the way you judge. In my opinion, it is not sound nor is there profound reasoning. In One ol Davis County's greatest assets are the auxiliary search and rescue units, i.e., the Official Bountiful Jeep Posse, the Davis County Jeep Patrol, and the Sheriff 's Mounted Posse. The Davis County Sheriff s Office has and will continue to dispatch in every appropriate situation these outstanding citizens who have given so unselfishly to this high and noble American tradition of rendering service to others. 1974 the Davis County Major Crime Rate Down 7 Percent Sheriff Lawrence Objects To Arrests Soar Six months after Sheriff Lawrence took office in 1975 he abandoned a federally funded Narcotics Task Force which he said wos not effective enough, difficult to administer, and ' too costly. Since eliminating the program and correlating with the State Narcotics and Liquor Law Enforcement Agency, Davis County has not only saved an enormous cost, but wiped out jurisdictional and administrative problems and Increased the number of felony arrests for narcotics violations by seventy (70) $82,000-a-yea- r Crime Clearance Rate Highest In History major crime rate has steadily decreased in Davis County since 197S. Sheriff Lawrence credits, among other factors, this success trend to better access to help, improved communications system, commendable public support and infaster response time to citizen's volvement, calls, and a little bit of credit to himself as the leader and motivator. Elected Officials In 1978 salaries for Davis County elected officials took a leap into absurdity amid other frustrations to Davis County taxpayers. The Sheriff was an exception. The Recorder, Treasurer, Assessor, Clerk, and three County Commissioners, voted to give themselves a 22 to 24 percent salary increase ($31 7 per month). Sheriff Lawrence took a 9 percent cost of living increase only. Training Emphasized Forty (40) hours of basic inservice training is required annually for all peace officers and must be certified by the Police Academy (P.O.S.T.) lost year the deputies of the Davis County Sheriff's Office completed an average of 232 hours per man which was the highest of any law enforcement agency in Utah. In addition, approximately 20 Davis County Deputies are state Certified Instructors. Davis County Paramedic Services Emergency medical training for peace officers in Davis County has resulted in dozens of lives saved. Sheriff Lawrence's influence not only opened the door to this type of training lor lawman, but as a member of the emergency Medical Services Council and the State Paramedic Advisory Committee, under Sheriff Lawrence's leadership the Davis County Sheirffs Office has developed paramedic services which has been hailed by city, county and state officials, doctors and hospital administrators, and an ad hoc committee as "one of the most professional, the most economical, and the most efficient paramedic service in the western United States.
