It remains to be seen just how far the old question of states rights, carefully guarded in the phraseology of' the Federal Highway Act, will enable the state of Utah, located in the path of all transcontinental traffic, to control through her policy of road building, the pathway to be followed and, in the ultimate, the destination of all' the futures vast flow of through traffic. It remains to be seen just where Utahs state rights end and those of Nevada begin, and to just what extent the interest of America as a whole and of traffic across the Union can be safe- guarded when one state uses its sovereign rights to play a lone hand for a selfish purpose. The present administration of Utah 4 has abandoned the Lincoln highway in the western half of the state, a section of road vitally needed not only as a link in the transcontinental route but of great importance to that vast area in central Nevada which has no railroad facilities. This is the route originally dictated by Governor Spry in 1913 when the highway was laid out in the west, and which Governor Bambergers administration contracted to construct to the Nevada line, using $125,000 of the association's 9 Telegram on May 26th, pointed out how the construction of the Lincoln highway in western Utah would damage the interests of central and southern Utah by allowing traffic the shorter and cooler route into Los Angeles by way of Ely, Nevada, whereas the omission of this link would compel all traffic into southern California to traverse the counties of central and southern Utah on its way to Los Angeles.
