Moreover, the state has become notorious for the number of desperate criminals who have been allowed to escape. John Henry Martin, the blackmailer and terrorist, who was perhaps the greatest and most vicious criminal that ever cursed .the state and who was captured only after many thousands of dollars had been expended in a gigantic quest, was allowed to walk away from the prison and make good his escape. months of the During the forty-thre- e Bamberger administration there have been forty-thre- e meetings of the board of pardons, which has dealt with 597 applications. Of this number forty-thre- e murderers, some of whom were under sentences of death, have been pardoned, paroled or granted commuted sentences. Brazenly and flagrantly the board set aside the decisions of judges and the verdicts of juries and 'thus has shown a disrespect for the law which has been a bad example to the youth of the state. Among the murderers who have been granted clemency have been some of the most notorious criminals that were ever behind the bars, among whom was J. M. Shockley, convicted of the brutal and wanton murder of two employees of the traction company in 1904. He was sentenced to death April 16, 1904, and later had his sentence commuted to imprisonment for life. Two years ago he was permitted by the warden to make a trip to his home in Missouri to Visit his mother, and last year he was pardoned. Another was Abe Majors, as vicious a criminal as was ever in the prison here or elsewhere, who was responsible for several outbreaks in the prison in which guards and others were injured and who, Cith his brother, the latter being killed, slew Captain Brown of Ogden in a prolonged battle between the officers and the two Majors boys. Soon after his pardon Abe Majors, who went to oLs Angeles, was back at his criminal habits and was arrested for burglary. And clemency was not only granted these, but all other kinds of criminals have been given their liberty. It has appeared to be the intent of the pardon board to keep as few criminals in the state prison as possible, and those sentenced for the greater crimes have had more leniency shown them than those who committed the lesser crimes.
