The article states the pledge and then drives it home by calling it an obligation not an obligation when our congress acts, but an obligation from the very beginning, an obligation which would be proclaimed by the league council and which our congress could not repudiate without repudiating the nations sworn pledge. Candidate Cox, it is manifest, has not been a close student of the covenant and it is equally manifest that he does not intend to be. He thinks he can accomplish his purpose by grandstanding about the country calling those who do not agree with him liars. One feature of the report of Lincoln J. Kelly, the expert countant, whose investigations uncovered the Bock defalcations, must be accepted only in the light in which it is given. His reference to the municipal bathhouse calls for comment and explanation. His audit reveals no shortages at the Warm Springs municipal resort. In the nature of the circumstances he could have discovered nothing. Any money that does not go through the cash register cannot be checked. So lax is the system of accounting that an auditor learns only what the cash register tells him. True, the bather is given a card which he signs as a receipt when his valuables are returned to him, but the destruction of the receipt would remove that check against the cash register. The system is bad and should be strengthened. So far as the commissioner of finance can determine hundreds of dollars may have been stolen. This may seem to be a reflection on all the employes who have worked in the Warm Springs office since the bathhouse was taken over by the city. It is not so intended. An inspiring celebration was held this week to mark the comLake highway, but we do not hear of any pleted Ogden-Sa- lt particular celebration in honor of the splendid viaduct over the Bamberger line at Farmington. The viaduct, which is built to prevent the Bamberger line from having damage suits for accidents, is a part of the Ogden highway. The state stands half the expense and the Bamberger Electric the other half. When William Spry was governor the Bamberger line asked for the same favor, but as other roads had been paying the full cost of similar viaducts over their tracks, there seemed no good reason for granting the electric line a special privilege. Just now a viaduct is being built over the Union Pacific at Riverdale on the fifty-fift- y basis, presumably to cover up the special favor shown the Bamberger.
