If the Democrats can take any satisfaction out of the senate's refusal to ratify the treaty they are welcome to their unthinking elation. If they can find any joy in the fact that the Republicans refused to adopt a platform urging the ratification of the treaty again they are welcome. - In 1864 the South offered to make peace with the North if the rebellious states were permitted to separate themselves from the Union. Lincoln refused to sign any contract that would diminish the power of the Untied States. In 1919 another president of the United States signed a contract to hand over the Union of States to the dictation of Europe and he asked the Senate of the United States to ratify the agreement. The Senate refused and the Republican party does not blame them for refusing. On the contrary, it indorses their patriotism and calls upon them, by implication, to withhold ratification from any compact that will betray. the country or weaken its sovereignty. Had the platform advocated ratification of the treaty such action could have been in: terpreted as demanding that a treaty which, as it stands, is filled with injustices should receive' the sanction of the United States. How, for example, could the Republican party justify itself if it demanded that the Shantung infamy be ratified? Yet the Shantung disgrace is still a part of the . treaty? . SMITH, for four years superintendent of schools of Salt Lake City, has been chosen head of the schools of Evanston, 111., the. big university suburb of Chicago. The appointment carries with it an official connection with the Northern University. Dr. Smith is leaving Salt Lake City soon to take up his new duties. Dr. Smith came to Salt Lake City in 1916 and has been at the head of the schools during one of the most important periods in their development. One of his notable works has been the expansion of the Junior High School system, which was just starting when he arrived in the city. Now there are 5,800 pupils in these schools. Dr. Smith made an admirable record as head of Salt Lakes schools and will carry with him into his new field the esteem and affection of hosts of friends. light-hearte- d .
