The law is supposed to provide a remedy for every ill and when no remedy is found men declare themselves oppressed and .Start a revolution. A strike, it is true, is not .a revolution when it is simply a weapon of private warfare, but in cases such as the switchmens strike, when, an effort is made to coerce the government through a nation-wid- e paralysis of industry, the strike becomes a weapon of revolution. The debate between the governor and the labor chief served a useful purpose because it fixed public attention on these problems before and stimulated inquiry.
