Show 6 - DRAGON TIMES - DECEMBER 15, 1995 POA NOTES—BOARD MEETING DEC 6, 1995 All bills were approved for pay- ment except $435 for Canyonlands Ads which involved a double billing error and $101 for Office Equipment Supply since no board members were familiar with the purchase. George will write a letter to Fred and Evelyn Bruenger re their complaint that they never received their dues billing last Jan. nor a response to their letter to the POA which included their $85 and explanation in Feb. Jack Campbell suggested that the POA send all delinquent owners a letter in midFeb. of 1996. This would eliminate the County Courthouse. The procedures for obtaining phopocoopies, files, & llists from the office at Lois Oliver’s house will be re— viewed on Dec 10th at 10am. A plan for organizing and centralizing al info re payment plans will also be discussed. For each payment plan a file containing the letter of request by the owner and the letter of approval from the POA board will be created. The board decided against scanning the POA logo for use in our computer. Melody will buy a postage scale for use by the POA. Meeting ended 8: 10pm. Such a mailing will be easy using the new computer program that John Groo designed for the POA during this past month. George and Melody will write a letter to the NRC re the EIS for Atlas Minerals and Round Mtn. They will include a map of U128 between Moab and Round Mtn. Neighborhood corn— mittees will be organized by topics when comments to the EIS will be made in Jan. Karen Nelson has sent the info packet re Round Mtn. to 82 neighbors who live outside the CVRR. They are residents of Castleton, NE Castle Valley, Willow Basin and the Colorado River corridor along U128. Motion: The cost of the 82 packets will be covered by the POA. Unanimously approved. Motion: The cost of the upcoming 2nd letter re Round Mtn. including postage will be covered by the POA as it is also sent to the 82 neighbors living outside the official boundaries of CVRR. Unanimously approved. Ray Taylor will do research re the traffic patterns on U128 so this info can be included in the response to the E18 by the POA and individuals. The copy machine was returned since it malfunctiOned. A replacement has been ordered by Lois Oliver. Two mailings were completed by the POA in November: ‘96 dues and Atlas/Round Mtn. info. The revised By-Laws have been typed onto 6 pages (3 sheets) by Jack TOWN COUNCl NOTES— DEC13 Three positions will be open on the CV Planning Commission and one position on the CV Board of Adjustments. Fritz Bachman reported that the Mediation Committee was having an- other trairring session this spring and asked for a $500 contribution from the Town to help with expenses. Watershed Ordinance: suggestions by Town attorney and work from another work session on Monday, Dec 11th, were incorporated into draft #7 and circulated for further comment. Discussion concerning zoning amendment to allow up to three non— residing employees to work in certain home and premise occupations when their employ—ment would result in no signifi—cant impacts on neighbors. Motion by Jack Campbell to limit number of additional employees to 3, Conrmunity Lot Committee is looking into cost for 1500 gal septic tank as recommended by County Sanitarian Jim Adamson. Also looking into costs for installing Pitless adapter and pressure tank for well. Approval for Community Lot pavillion still awaits approval by licensed architect. Ray Taylor will be contacted concerning possible architectural ap— proval of design. Request for home occupation per— mit for short term rental business on lot #141 turned down by Council. Bruce Keeler, Planning Commission failed. Council will work on language to allow larger number of employees in CV businesses. Valli Smouse reported that she had made the necessary arrangements for the Town to be credited with the sales tax paid by CV residents on their automobile purchases (no increased costs to CV residents).
