Development in the River Board Candidates: There were no nominations from the floor. The 4 candidates introduced themselves and made statements to the membership. Ballot counting: At 12 pm most members left the meeting. A few volunteers stayed to help count the votes. The new method of using secret ballots, and tallying the By-Law change vote took 4 hours to complete. Owners who counted ballots were: Joan Sangree, George Ottinger, Rebecca Martin, Melody Taylor, Julie Bryan, Theresa Carey, Paulette Grace, Bill and Kathy Gasaway, Jack Campbell, Ruth Thome—Thomson, and Ray Metzger. Election results: George Ottinger 216 (receives the 2 yr. term), Melody Taylor - 188, Ray Taylor - 135, Richard Williams — 133. All of the the By—Law changes passed with huge margins. Service District, reported that CV was held regarding the proposed county residents would be able to take their zone change for the portion of Lot #440 trash to a transfer station being built in same fees as are paid now. Proposed under the title of “Necessarily Existent Small Schools,” the school would provide instruction by a certified teacher on a daily and/or as needed basis to grades K-12. The proposed program would be alternative, designed by teacher, students and parents, while still meeting the State’s requirements. Theresa reported that there would be no increase in school related taxes and that children wishing to continue attending the schools in Moab would be transported by bus with no additional charges. She reported intending to contact families in CV to establish interest in this program. Atlas/Round Mountain: Bill Hedden presented information about Atlas’s proposal to cap their tailings in place and mine Round Mountain for capping material (see p.8). There was considerable discussion as to what to do to stop Atlas. Three motions were made and passed by the membership. #1: To send 2 mailings to all property owners with information about this situation, a fact sheet prepared by the Citizens’ Task Force, and names and ventures of any kind. Jayne-Smyth pointed out that our survey indicated strong support for keeping Castle Valley free from commercial ventures. Several members expressed support for informing out—of—town property owners as such an activity and the resultant impacts will effect everyone. Jayne Smyth and Joan Sangree said they would bring the issue before the Town Council and POA Board respectively. (Subsequent information revealed that Lot #440 is still owned by DMA, Inc., i.e. Joe Kingsley.) Meeting ad ioumed at 4:08 pm. Note: The new Board, which is supposed to meet directly after the Annual meeting, was unable to meet as Ray Taylor and Richard Williams left A I- A n o n Alcoholics Anonymous Adult Children of Alcoholics Recovery Program in Castle Valley A Twelve—Step recovery program is now available here in Castle Valley every Monday and Thursday evening. This is a non-professional, self-help program for adults whose lives have been/are being affected by alcohol. The Dues Set: The Board voted unanimously to keep the dues at $85 meetings are open to alcoholics and their family members or friends, whether anyone is currently drinking or for 1996.
