Show 6 - THORNY TIMES - JULY 15, 1995 COMMUNITY MEETINGS POA BOARD MEETING —JULY 5th TOWN COUNCIL NOTES This was the first POA meeting since the Town meetings were re- JUNE 20 MEETING Ordinance 95—5, prohibiting open burning and fireworks was passed and is now in effect. The ordinance has been posted and advertised. The budget for 1995-1996 was adopted (see last month’s CV Times for complete budget). Karen Nelson was designated as the new building permit contact person effective July 1, 1995. Two new members were appointed to the Town Council to fill the vacant seats. Jayne Smythe and Pat Drake were appointed to fill the positions till January 1, 1996. scheduled to a different night, and we did make it through the entire agenda(!) Communications: a property owner in the Upper 80 sent in their form from 1990 granting the Town a road easement, and a complaint about accumulating trash was received via the Town from another lot owner. Both will be followed up by the Board. Old Business: The Board set forth work plans for beginning revisions to the FDA By-Laws, sending out Agreement letters to property owners with fences encroaching in the road easements, and producing a mailing to all property owners addressing the recent election results, plans to revise the By— Laws, certain points of the Carey's mailing to property owners, and results of the Valley survey. The Board voted to move POA records and materials to Lois Oliver's office space, and to authorize the purchase of a copy machine to be used for Town and FDA business (in lieu of rent). They also voted to authorize paying $8/hour to hire occasional administrative help, and to advertise for a list of potential workers who might be called upon when help is needed. Research is on-going concerning the eventual placement of tum-arounds at dead—end roads in the Valley, and to determine the best value copy machine to buy. New Business: Research is beginning on the costs of a safety deposit box or a fire safe/box where vital POA records might be kept. A fire-proof filing cabinet (once discussed) seemed too expensive. Rebecca Martin, POA Secretary JULY 12 MEETING A Tentative contract with the FDA was passed unanimously. The FDA Board still has to approve it. The watershed ordinance was briefly discussed and a work meeting was set for 7:30pm, July 26, to continue the discussion. An update on the road committee was made. The grader will be down for a new clutch. New street signs were discussed and the committee has suggested that we repair the existing signs (repaint, new posts, etc.) and just get new signs where needed. An update on the Planning Commission was presented. The PC has not met in a number of months. Their next meeting will be July 20, at 7pm at the CV firestation. A number of items will be on the agenda, including subdivision ordinance, and a review of the survey results. A position is open on the planning commission and will be advertised. The CV Scholarship will be awarded at the next meeting. Anyone interested contact Lois Oliver at 259—9108 for further details. The deadline for filing for Town Council election in November is August 22. There are three seats that are up for election, two four year terms and one two year term (to finish Donovan Roberts four year term). Valli Smouse, Mayor WATE RS H E D PROTECTION UPDATE A study to map the recharge zones for the Castle Valley acquifer has been approved. Members of the Utah Dept. of Whter Quality and Utah Geologic Survey will work to prepare the necessary maps this next year. The recharge zones are the areas where fresh water sinks into the ground to replenish the water we take out. We need to have these zones identified to prepare a top quality watershed protection ordinance. The watershed ord. would then severely limit activities taking place in the zones identified as particularly important to our acquifer. (Most of the recharge for our acquifer probably comes from Miner’s Basin and infiltration all along Castle Creek.) The Town will procede with an interim ordinance until the more complete studies have been completed. (The Utah Division of Water Rights is presently conducting a study called a water budget, to calculate how much water is available in the valley. Jack Campbell GOOD NEWS FROM THE FIRE DEPARTMENT! Sam Welch reported at the last Town Council meeting that the CV Fire Department improved it’s rating from a 10 to a 9 as a result of the last ISO fire rating inspection. This could make a difference of $30—$40 a year on fire insurance on a $75,000 house. Results of the rating change will not take effect for at least several months. Congratulations Fire Dept! |
