Show SECOND CLASS MATTER IATTER PAYS ITS OWN WAY the total weight of second class matter in 1897 was pounds and the deficit was 11 there was no free rural delivery then in 1909 tho the weight was pounds an increase of being more than double and the deficit had increased to being behig greater than in 1897 had not free rural delivery int intervened ravened with an alleged less of there would have been a postal surplus in 1909 of in consequence of the accretion of pounds to the weight of second class matter so this enormous increase of second class matter instead of causing causing a loss of 8 23 2 3 cents a pound actually produced a gain of over 6 cents a pound does this prove that it costs tho the govern government mint nothing to transport second class matter at a cent a pound 9 it does not but improves it proves the hitherto unknown tremendous potentiality of such matter in producing circular mail at 8 cents a pound merchandise mail at 16 a pound and letter mail at 32 cents a pound and it indicates with wonderful clearness that if all second class clas matter wag wo withdrawn drawn from the mails anav and vas as not distributed in some other way that postal deficits would bo far greater than they are now and probably would leach much above a year |
