Show PAGE 7 THE ZEPHYRMARCH 1992 The City, the County, and the Dump Arches Realty The city and county continue to be unable to reach any agreement on who should pay for the operation of the local landfill The County Commission has for months been saying the city should pay for half the operation of the facility, and in their 1992 budget allocated only enough money to run die dump for 6 months, or through the end of June. They have called on the city to budget money to keep it open through the end of the year. Gty Council members, saying asking Moab to ante up is a form of double taxation, have so far refused to go along with die county desires, and instead have called for setting up a special service district, with expenses equally paid for by all residents within the district. And die council felt the commission was obligated to listen to their point of view. "We represent 63 percent of the people in the community, then we have a right to request the County Commission to form a district to operate the dump said Council member Bill McDougald. "Gty residents are already paying their fair share, said Council member' Terry Warner. "It is definitely double taxations if we take out of the city coffers to pay that" "A special service district is the way to do it added Council member Dan Mick. "It would be no different than having a mosquito abatement board, or whatever." But according to Mayor Tom Stocks, who had discussed the question that day with Knutson, "It seems they are adament there will be no district." "Why should they be adamant, and saying that we're going to have to pay an thing," responded McDougald "if they're not reasonable and willing to cooperate with us?" In a Gty Council meeting February 18, council members learned that the 1991-9- 2 budget line item for the pool has already been used up. Normally, there should be enough money left at this point in foe fiscal year to cover operations from May through the end of June. Council members heard that heavy overtime payments last summer and unemployment insurance payments over the winter have eaten up that cash, and that additional expenditures would be needed. Moab City's General Flan After months of discussion and debate, the Gty Council approved the Moab Gty General . Plan. The aim of the document is to set guidelines for development over the next few years. It will be used to guide the dty in zoning and planning decisions. The plan was assembled by the the dty planning commission and publically distributed. Following strong protest from some landowners who wanted the right to develop, that provision was changed, and the final draft called for "encouraging," but not requiring, open space. A major part of the plan calls for protecting file stability of neighborhoods, and states as dty policy that 'Moab shall discourage commercial development in areas outside commercial zones." The same night the plan was passed, the Gty Council allowed file placement of a premise occupation business in a residential zone even though zoning regulations prohibited the business, a decision opposed by council members Dave Bierschied and Dan Mick.
