As the Southeast Utah economy slowly began to Improve In 19861987, the Southeast Center's fiscal situation lagged a bit but generally followed suit As one result of an Improved economy, however, the major deterrent (the stalled economy) to the expansionist Instincts of sister Institutions of higher education, began to fade. The Southeast Center's enviable record of accomplishment In the face of austerity, plus an Improving economy proved a potent allurement, especially so as College and University budgets were Increasingly "tied to Institutional Income from tuition fees l.e. Increased enrollments translate Into Increased appropriations, therefore the quest for student support to finance and Justify Institutional growth became more common. As a result of the general mood of Increased competition, the Southeast Center enters the Nineties In a very competitive position. The total number of students In all of Southeast Utah does not equal the total enrollment In potential out-rea-ch te under-graduass, or graduate campus In the state. class on any four-ye-ar a single there Is not a single community of those In which the Southeast Center has traditionally been active that does not now receive program thrusts from at least two Institutions of higher learning. As a result Moab may now have the most comprehensive "educational buffet from which to partake, of any community under 5,000 population In the western U.S. Presently, one college and two universities are vying for the attention of a small student body, many of whom are often confused by certain aspects of duplication and overlap bound to occur In such a scenario.
