Stocks: With regard to that, I dont think It's a City Issue. I think we need to dispose of the property to a developer and let them do IL I think weve got some people In Most) who can handle the finances and make themselves a bundle of money. I'm surprised that some of the locals havent done that But we're now with the option to finalize that The City Attorney, Bill Benge, Is In contact with an attorney from Park City and I understand he's here today biking with the president of Marriott Zephyr: How do vou see tourism affecting Moab In the next few years? Stocks: It depends on the dollar fluctuation with Europe. They figure 40 or better Is European. If you lose that' percentage, youll see a big change. J think tourism Is here, we ought to capitalize on It, we ought to get our fees, we ought to have some Jobs available from IL But dont count on IL Because boom, If s gone overnlghL So we need to take advantage of everything thats there while weve got IL But remember we need other things to stabilize our base. Diversification Is necessary. Zephyr: There has been a series of news reports on KUTV about economic development in rural Utah. Southwestern Utah has been very successful In attracting small, clean Industry to their part of the state. Can Moab hope to accomplish the same? Stocks: We are somewhat In two different ballparks. One, we need a road through here that gives transportation. We dont have a rail Weve got to trite the bullet a little bit and spend some money. If you run a business, youve got to do a little advertising. Youve got to get out and do some groundwork. I always thought this was a responsibility of the Chamber of Commerce; thats why I encouraged the Council to budget money to them. Id like to see that program put together, even if some funding came from the travel council and the film commission, which, of course, Is economic developmenL You've got to support those kinds of things that are happening, but youve also got to do the groundwork for small manufacturing or clean business. Youve got to go after them. Zephyr: Pm not sure what role a Mayor can olav In Improving the problem, but bow do vou view education In Grand County? Stocks: I dont know what we can do much to improve It; I think If s always a concern. I think we can support the fine arts departmenL It seems to make others around them more cognizant of their positions of where they may be failing or excelling. I would hope that the children In this area become more Interested, especially In the area of fine arts. I think that In Itself will help us move forward In that part of our education. As for as salaries are concerned, this has got to get back on a state level. Rural schools certainly have a very distinct problem, and that Is having to provide currlculums for very small groups of people. Zephyr: How do vou reduce the personal rancor and hostility that arises In most political campaigns? Stocks: Ignore K. I dont know what else you can do. There are Individuals In the community who In my opinion are very selfish that do not want the community to expand because they feel threatened that their small business will not flourish. What they forget Is that when a large business comes In, they have to survive also, and they will draw, and hopefully to full capacity. So theres many times that that certainly flows to everyone else that's here. Ive seen some Individuals who came to stop a bond for City MarkeL Safeway Is not to move here. We need to be flexible as Individuals and business people to take advantage of the services that run alongside these businesses. Zephyr: How then, can we Improve communication between the public and Its elected officials to avoid misunderstandings and a lack of trust? Stocks: Take more time to explain things. I guess If 1 really had the answer to that, we wouldnt have had the hostility at that hearing over redevelopmenL But with more information up front, that might have been easier to handle. When you cut your staff In half though, its difficult to do thaL Zephyr: Would vou like to sum up? Stocks: I feel that I have served to the best of my ability. I enjoy serving people. I have attained positions on the state level that have taken 3 or 4 years, that gives some perks to our community. A new mayor wouldnt have the opportunity to move through doors that I am already through.
