And that planning must take into account changes in the city, expanding, or shrinking commercial or residential areas based on need. An argument could be made that the Kane Creek Boulevard strip is best suited for stores and offices and motels. But that decision should be made cm the initiative of city planners and city officials, not in response to individual developers. One planning commission member said he originally voted to pass on foe plan to the council in order to hear what local residents thought; if they were against the request could be denied. And on foe surface that sounds good.. let the people decide. But that approach throws good planning out foe window, and ends up putting foe impetus for changes in foe hands of developers and their agents, who, understandably, put their own interests first And it turns the defensive battle, where decisions are made on the basis of how zoning process into a drawn-ou- t much or little opposition exists to specific proposal, not on the basis of the overall needs of the there too little commercial space in Moab? b there too little roam for housing city, construction?
